TTB 007 POM Development Process

Description
Introduction to Program Objective Memorandum (POM)development in the context of the Planning, Programming, Budgeting and Execution (PPBE) process, including how the POM is developed, the process of submitting it to the Office of Secretary of Defense (OSD), and how it is reviewed and adjusted during the OSD integrated program and budget review.
Objectives
  • List the primary purpose, products, principal players, and major activities of each phase of the PPBE process
  • Explain the primary building blocks of PPBE (i.e., FYDP, MFP and PE)
  • Identify the funding topics typically evaluated in OSD/OMB budget reviews
  • Explain the importance of the budget exhibits (P/R Forms) in the PPBE process
  • Target Attendees
    All program management office personnel, especially project leaders and support contractors. Budget and program analysts from the supporting R&D command who provide matrix support to the program office are also encouraged to attend.
