Building a Business Case for Shared Geospatial Data and Services to Support Transportation Planning in North Carolina

The North Carolina Center for Geographic Information & Analysis will collaborate with the NC Interagency Leadership Team (ILT) and the NC Geographic Information Coordinating Council (GICC) to apply Return on Investment (ROI) methodology in support of the development of a comprehensive shared GIS database for transportation planning. The subject of the ROI study is a $500,000 pilot project in Lenoir County. The outcomes of the project will complement and strengthen on-going geospatial coordination activities in North Carolina. These include the State Geographic Information / Consolidation Implementation Plan, a report developed in 2008 by the NC Office of State Budget & Management for the General Assembly that documents the critical need for and the potential benefits of consolidating the planning of the state’s Geographic Information Systems; a GICC exercise to refresh the technical architecture of NC OneMap; and the scheduled completion of a statewide GIS strategy. The benefits described and quantified by this project will make investments of time and money in each of these activities more compelling. The results of the FGDC-supported ROI for the ILT Lenoir County project will provide a model for generating support for the statewide GIS strategy goals and the subsequent recommendations of the GICC.
