The Office of Small and Disadvantaged Business Utilization (OSDBU) is pleased to issue the Department of Transportation's (DOT) Fiscal Year (FY) 2013 Procurement Forecast. The procurement forecast is prepared annually in accordance with Public Law 100-656, Section 501 and the Transportation Acquisition Regulations (TAM) 1219.202-270 Procurement Forecast . The forecast is one of many tools available to small businesses to assist in planning their federal government marketing efforts.

The FY13 forecast provides information on anticipated DOT procurements over the simplified acquisition threshold (See FAR 2.101) and can be searched by quarter, industry category, Operating Administration and key words. The forecast is for informational and marketing purposes only and does not constitute a specific offer or commitment by the DOT to fund in whole or in part any of the procurements referenced herein. Description	The Volpe Center proposes to acquire 33,000 hours of rulemaking analysis and technical services supporting the development of regulations, standards, and guidelines for the aviation and aerospace transportation industry safety issues. The rulemaking support services include in-depth analyses, studies; meetings, document, and materials preparation; evaluations; and training for Volpe's rulemaking projects with the FAA. The tasks to be defined and assigned to the contractor in the course of this contract will encompass a wide range of technical work related to FAA safety rulemaking programs. These tasks may involve work in some or all of the following areas: operational/technical requirements studies, concept definitions, regulatory research, training, preliminary reviews to identify legal issues, regulatory process logistics support, impact analysis, public comment analysis, evaluation of existing or proposed regulations or rulemaking activities, and drafting rules based on input from experts and the public, and rulemaking implementation support.

Description	A railroad crossing driving simulator system for human factors research. The system requires a high fidelity driver interface, and a wide field of view with the ability to create highway-railroad grade crossing scenarios as well as development and control, data collection, and analysis. The Volpe Center can use this technology to support Federal Railroad Administration (FRA) in their mission to reduce incidents at highway-railroad grade crossing. A railroad crossing driving simulator will be used to examine how grade crossing safety systems can be made more effective by addressing driver behavior. For example, how can visual and auditory warnings, such as freight car reflectors and wayside horns, be designed and operated to maximize their ability to attract motorists’ attention and foster safe drivers’ response.

Description	OPERATIONS RESEARCH ANALYSIS AND COMMUNICATIONS SUPPORT SERVICES. The objective of this contract is to provide Operations Research Analysis (ORA) and Communications services capable of meeting the Volpe Center transportation and logistics projects requirements. The Volpe Center’s programmatic requirements for transportation ORA and Communications services cut across all modes of transportation, for both DOT and non-DOT organizations, including state and local governments. For many projects, a seamless integration of ORA and Communications services are required to deliver products and services to the Volpe Center’s customers. The on-site support services portion of this contract has historically been developed to provide that seamless integration through its technical capabilities combined with a contract management and administrative function. This contract will constitute an important part of the Volpe Center’s resources by providing high-technology capabilities and skills targeted to the Volpe Center’s programmatic requirements in the areas of ORA and Communications. The Volpe Center expects to use this multiple award vehicle to fulfill both on-site and off-site requirements. For predominantly on-site task orders, the scope of work will include an important requirement for Contract Management and Administration services.
