Who May Be Considered: 

This position is open to permanent federal employees in the Desert Southwest Region of Western Area Power Administration regardless of geographic location and well-qualified CTAP eligibles in the local commuting area (within 50 miles of the duty station.)

Relocation expenses are not authorized and will not be paid by the Federal Government.

CTAP eligibles: If selected, you would receive a Temporary appointment NTE 1 year that may be extended up to a total of 4 years. This appointment cannot be made permanent and may be terminated at any time.

Current permanent Federal employees:

If selected for this temporary promotion, the effective date to begin the temporary promotion as well as the effective date to end the temporary promotion will be coordinated by the servicing HR Specialist with you, your supervisor, and the selecting official. If selected, discussion needs to occur regarding returning you to your current position. If a current, permanent federal employee of WAPA accepts the temporary promotion, they will be returned to their present position or to a similar position (different position of equal grade and pay within his/her current Region) when the temporary promotion ends. Return to the previous grade level after a temporary promotion is not subject to reduction in force, performance-based reduction in grade, or adverse action procedures. When you are returned, you are entitled to any salary increases you would have received if you had not accepted the temporary promotion.

This position may be terminated at any time, at management's discretion.

Duties: 

The incumbent is responsible for managing approved projects in the Western Area Power Administration (Western) using standard project management tools, techniques and practices that result in successful execution of major or leading edge projects.   Projects typically require coordination and cooperation among numerous functional areas such as engineering, maintenance, environment, IS/IT, operations, Transmission services, power marketing, procurement and administration as well as external customers and business partners. The nature of the work predominantly involves problems and issues, which are generally Western-wide in scope and of significant complexity, risk and potential impact to Western. The typical projects assigned require the incumbent to establish and manage regional and cross regional teams.


Qualifications Required: 

There is no substitution of education for specialized experience for this position.

If you are qualifying based on experience, you must have served at least one year working in a job that required specialized experience. This experience must be equivalent to at least the GS- 13 level. Specialized experience includes: Demonstrated experience with project managing, major or leading edge high voltage transmission projects, the use of automated project management tools, and in communicating/coordinating effectively with individuals from all levels of the organization as well as external customers and business partners, both orally and in writing.
