David M. Pritzker

David M. Pritzker is Deputy General Counsel of the Administrative Conference of the United States. He returned to the Conference early in 2010 to assist the Chairman in re-establishing the agency. He previously served for many years until 1995, acting as consultant and adviser to numerous government agencies on administrative law, procedure and regulatory issues. For over a decade, much of his work at the Conference focused on the theory and practice of negotiated rulemaking and other alternative means of dispute resolution (ADR). He worked on drafting the Administrative Conference’s negotiated rulemaking recommendations and both the Negotiated Rulemaking Act and the Administrative Dispute Resolution Act. He was the project director and co-author of the Negotiated Rulemaking Sourcebook, a how-to-do-it manual for agencies considering using the procedure. Prior to Mr. Pritzker’s return to the Conference, he was a senior attorney at the General Services Administration’s Office of Government-wide Policy, where he worked principally on regulatory issues, capital planning and development of regulatory information systems, quality control, and performance measurement. For 4 years, he was project director of the semiannual Unified Regulatory Agenda. He also headed a government-wide program that trained 1500 webmasters in the design of websites to comply with section 508 requirements for accessibility by persons with disabilities. In 2001, he was on a detail to OMB’s Office of Information and Regulatory Affairs as a desk officer and policy analyst. Mr. Pritzker has been a faculty member for numerous ADR classes at the Office of Personnel Management’s Eastern and Western Management Development Centers and the Department of Justice’s Legal Education Institute. His articles on negotiated rulemaking appeared in the American Bar Association’s Environmental Law Manual and several other publications. He has been a long-time volunteer mediator at the District of Columbia Superior Court, and for 6 years was the editor of the ABA’s Administrative Law News. Mr. Pritzker’s background includes a LEGIS Congressional Fellowship, serving as an attorney at the Federal Communications Commission, and teaching mathematics for 6 years at Wellesley and Brooklyn Colleges. Mr. Pritzker has represented the City of Alexandria, Virginia for many years on the Board of Directors of the Northern Virginia Regional Park Authority. He has also been active in several local musical organizations as a performer and serving 6 years as president of the Alexandria Choral Society. His law degree is from Cornell University, and he earned a Master’s degree in mathematics from Brandeis and a B.A. from Yale.
