Col. John J. Higgins is the Commander of the 107th Airlift Wing, New York Air National Guard, Niagara Falls, New York. He assists in commanding the 107th AW, encompassing Operations, Maintenance, Medical and Mission Support Group functions. Col. Higgins is responsible for the deployment and employment of assigned personnel and equipment to ensure these assets are available to support all state and national requirements.

Prior to his current assignment, he served as the Air National Guard (ANG) Advisor to AFSOC and the ANG Advisor to HAF/A8X, Total Force Initiatives. During his tour at the National Guard Bureau, Col. Higgins was the Chief of ANG/A3Z responsible for all ANG unit mission conversions. He also served as the Director, ANG Crisis Action Team; Director, NGB Patriot Exercise; and Deputy Division Chief, ANG Exercises and Deployments where he supervised the mobilization of over 35,000 ANG personnel in the Global War on Terror.
