WELCOME TO GRAFENWOEHR CIVILIAN PERSONNEL ADVISORY CENTER (CPAC)
Our Mission
Civilian Human Resources Agency - Europe (CHRA-E) delivers civilian personnel services for appropriated and non-appropriated fund United States Citizens and Local Nationals (LN) in Germany, Italy, Belgium, United Kingdom, and the Netherlands. CHRA-E consists of the forward located Civilian Personnel Advisory Centers (CPACs) with subordinate branch offices, a Civilian Personnel Operations Center (CPOC), and the East Region, Europe Area Office, both located in Seckenheim, Germany. The CPACs provide on site advice and guidance to managers, supervisors, and employees on all aspects of civilian employment with Army and DOD. The CPOC provides the administrative and technical support to the program, to include processing and maintaining personnel actions and records and providing technical assistance to CPACs and management. It also provides civilian human resource development, recruitment, and position management and classification services on a centralized basis. The Region Office provides oversight of CHRA-E.
