Civilian Agent 

AFOSI agents training at FLETCAFOSI accepts applications for civilian special agent positions from experienced law-enforcement personnel and from inexperienced college graduates looking for entry-level positions. 

Our VACANCIES list shows available positions. All positions - except those that are exclusively at the GS-12 and above level - are attainable without law-enforcement experience, provided the applicant meets certain education requirements. For GS-7 positions, the required education level is a bachelor's degree; for GS-9 positions, the required education level is a master's degree; for GS-11 positions, the required level is a PhD. Anyone hired into a GS-12 or above must have law-enforcement experience. Successful candidates possess a college degree with a GPA of 2.95 or better. Additional consideration is given to those individuals who have degrees or experience in special skill areas: languages, forensic or computer sciences, accounting, finance and foreign area specialty. 

Vacancy announcements are posted at the "VACANCIES" link above, when they are open. Applications received after the closing date will not be considered. There is often a vacancy announcement available to view but it might be after the closing date. This is intentional so prospective applicants (for future announcements) can see what documents are required when applying for a position. Please continue to check this site for vacancy announcements to learn more about the duties, location, retirement coverage, qualifications, and application procedures.

Of particular importance is a section called "Qualification and Evaluation Criteria" which explains the criteria an applicant must satisfy to qualify for the position. Applicants should ensure their resume explains their qualifications for the position. Also, almost all agent positions require employees to sign a worldwide mobility agreement. Employee duty location is based on the needs of the Air Force. Finally, anyone who has been convicted of a misdemeanor crime of domestic violence is automatically disqualified from being appointed to a position requiring the possession of a firearm or ammunition.

Before applying, applicants are encouraged to read Frequently Asked Questions (FAQ) for answers to the most the common questions regarding the application process. If, after viewing the FAQ, you require more information, send questions via e-mail to AFOSI-Civilian-Recru@ogn.af.mil.

Applicants must submit all required documents or they will not be considered for the position.

IMPORTANT NOTE: There is no "application package" to be obtained
. As explained in the 
"How To Apply" section within each vacancy announcement, your application will consist of the following:

  • A resume, the preferred format for which is provided within each vacancy announcement. Or, in place of a resume, substitute an Optional Form (OF) 612, which can be obtained from the Office of Personnel Management Web site at http://www.opm.gov/forms/pdf_fill/of612.pdf.
  • Two forms (OF 306 and AFOSI Agency Questionnaire), the links to which are found at the bottom of each vacancy announcement 
  • Other applicable documents, if called for within the vacancy announcement 
PALACE Acquire Program
In addition to the above civilian opportunities above, we also partner with the Air Force Personnel Center to hire special agents through its PALACE Acquire (PAQ) Program. Historically, the PAQ Program hired approximately 10 new agents each year. Individuals are hired into GL-1811-7 positions, with promotion potential up to GS-1811-12 contingent on successful job performance. New PAQs, who are centrally-funded by the USAF, meet the same performance and training requirements as other AFOSI series 1811 criminal investigators. While under the auspices of this program, individuals are provided USAF-funded training over a period of three years before being outplaced into a permanent AFOSI funded position.

AFPC and AFOSI fill PAQ Program positions through college campus recruiting events. The recruiting schedule for FY13 is posted below. Prospective applicants must attend a recruiting event to apply for a position through the PAQ Program with AFOSI. Interviews will be scheduled at a later date. What is the PALACE Acquire Program?
In the PALACE Acquire Program, you will occupy a permanent full-time position during a three year, formal training plan designed to let you experience both personal and professional growth while dealing effectively and ethically with change, complexity, and problem solving. You will receive promotions and yearly salary increases based upon your successful performance and supervisory approval. Upon completion of the formal training plan, the PAQ Program offers you a permanent position at the current duty location or within the servicing major command, making it a great opportunity to begin a successful civilian career with Air Force Civilian Service (AFCS).

Key Requirements:
U.S. Citizenship, Security Clearance, and Mobility Agreement. The Mobility Agreement is a signed document stating that an employee is aware of and agrees with the condition that a position may require relocation at a later date.

Qualification Requirements:
To qualify for the PAQ Program positions, individuals must (at a minimum) graduate from a four-year college degree program.


In addition to basic degree requirements, one of the following conditions has to be met:
  • GPA of 2.95 (or better) overall or in last two years.
  • GPA of 3.45 (or better) in major overall or in last two years.
  • Class ranking in upper 1/3 of graduating class in the college, university or major subdivision (i.e., School of Business; class rank letter must be signed by Registrar or Dean).
  • Membership in a National Scholastic Honor Society (excluding freshman year).
  • One full year of graduate level study.
  • Possess a Master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D, in a field that provided the knowledge, skills, and abilities necessary to do the work.
  • An equivalent combination of graduate education as described above and specialized experience which, when combined, would equate to 100%.
  • One full year of directly-related specialized experience equivalent to the GS-5 level. If ungraded hours exceed 10 percent, GPA cannot be used.

How to Apply

All recruiting is done through college campus visits. To apply for a special agent position through the PAQ Program, applicants must attend one of the events listed in the PAQ Program recruiting schedule and talk with the AFOSI representative there.
