Sexual Assault Prevention and Response (SAPR) Program

MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT:  United States Army Garrison Humphreys Policy Letter #30, Sexual Assault Prevention and Response (SAPR) Program


1. The proponency for this policy is the Directorate of Family and Morale, Welfare, and Recreation (DF&MWR) Army Community Service (ACS) Sexual Assault Prevention and Response (SAPR) Program.

2.  This policy is effective immediately.  It remains in effect until rescinded or superseded.

3.  References.

4.  Applicability.  This policy applies to all USFK military, civilian employees, invited contractors, technical representatives, and their dependents.

5.  Purpose.  To establish guidance concerning the prevention of sexual assault and for the protection and support of victims.

6.  Policy.  Leadership is the key to preventing sexual assault incidents and ensuring that all victims are treated fairly and with compassion.  Every effort to eliminate sexual assault in USAG Humphreys will be made.  In accordance with AR 600-20 and USFK 600-20, Sexual Assault Prevention and Response Program (SAPRP), training will be provided to all personnel throughout USAG Humphreys.

7.  The Sexual Assault Response Coordinator (SARC) is required to brief unit commanders and senior enlisted advisors within 45 days of taking command on behavior risk factor awareness, reporting procedures-restricted versus unrestricted, prevention, barracks policies, alcohol consumption issues related to sexual assault, sexual assault first responder roles, post-sexual assault services, and re-victimization.  Also, the SARC or Battalion appointed Unit Victim Advocate (UVA) is required to provide SAPR semi-annual refresher training customized to each unit’s specific needs.  Commanders and all leaders are expected to ensure procedures that will create an environment that is safe and free from sexual assault in all USAG Humphreys facilities, work spaces, barracks, Family housing, and recreation facilities.  Dormitories and barracks require special consideration and will have sufficient leadership oversight to prevent and/or reduce opportunities for this type of crime to occur.  All incidents of sexual assault will be reported immediately to the SARC in compliance with the aforementioned regulatory guidelines.

8.  All victims of sexual assault will be treated with fairness, dignity, and respect.  We must ensure the needs of victims are me with compassion and dignity.  Likewise, sexual assault victims have the right to be aware of their reporting options, victim advocacy services, and resources available.  Utmost care should be considered to protect individual privacy and avoid re-victimization subsequent to the reported sexual assault incident. 

9.  Every individual in this command should know of my personal concern and resolve to eliminate sexual assault in USAG Humphreys.  We must not allow sexual assault to injure our friends and Families, destroy unit morale, or to compromise mission readiness.
