A treaty to prohibit the production of fissile material for use in nuclear weapons is necessary if we are to create the conditions for a world without nuclear weapons.

The United States has made great progress in pursuit of the vision set out by President Obama three years ago in Prague. We know that it is in everyone’s interest to extend forever the more than 65-year record of non-use of nuclear weapons.

The Fourth session of the Bilateral Consultative Commission under the New START Treaty was held in Geneva on 11-21 September.

It has been over 3 years since President Obama made his now-famous speech in Prague, in which he stated that the United States would seek the peace and security of a world without nuclear weapons.

The agenda that President Obama laid out in Prague will require patience, persistence and a lot of work, so we are so grateful for the efforts of this organization and the efforts of everyone here today.

The United States was pleased to participate in the PrepCom meeting of Parties to the Nuclear Non-Proliferation Treaty held in Vienna, April 30 – May 11.

The United States fully supports the goal of a Middle East free of all weapons of mass destruction. This support is unequivocal and I can assure you that my government is prepared to take practical measures that can move us toward this goal.

In order to pursue the goal of a world free from nuclear weapons, we are going to have to think bigger and bolder.

New START was just the beginning. Going forward, we know that we are going to have to think bigger and bolder.
