SALARY: FSN-11 (USD 13,287 to USD 23,919 per annum) depending on the candidate's earning history, qualifications and experience.  This position may initially be filled at a trainee level, which is equivalent to FSN-10 (USD 10,839 to USD 19,515).

MAJOR DUTIES AND RESPONSIBILITIES: As the AID Project Management Specialist (Key Populations), the incumbent will provide technical management and coordination services in support of USAID/Ethiopia’s PEPFAR program.  In addition to the management and coordination of activities, the AID Project Management Specialist (Key Populations) will assume technical lead on combination prevention services that include: behavior change communication (BCC), biomedical and structural prevention activities targeted within high risk groups.  Key activities for the AID Project Management Specialist (Key Populations) include: 1) staying current on research and data relevant for programming and how to apply data as needed, 2) supervising implementing partners to improve access to STI treatment, counseling, antiretroviral treatment (AR), HIV testing and counseling (HTC), condoms and other structural services for Key Populations to a standard that meets minimum requirements, 3) focusing attention on more urban, high prevalence areas, including transport corridors and encourage the participation of more key groups, and 4) applying PEPFAR prevention guidance in partnership with Government of Ethiopia (GoE) to meet goals for 50 percent reduction in HIV incidence.  The Specialist will also be expected to participate in the national and PEPFAR technical working groups and work closely with HIV/AIDS Specialists at other USG agencies whose foci include military, refugee and police populations.

The AID Project Management Specialist (Key Populations) will be delegated all authorities and responsibilities commensurate with an Agreement Officer Representative (AOR) for programs involving HIV/AID prevention, with a concentration on Key Populations.

MINIMUM QUALIFICATIONS:  In order to qualify, the applicant must possess the following:

EDUCATION:  A Master’s degree in public health or related social science discipline required.

EXPERIENCE:  Five years of progressively responsible experience working in HIV/AIDS with highly vulnerable populations required.  Minimum of two years’ experience working on HIV-related activities in partnership with the private sector is strongly preferred. Experience working with the Ethiopian government, U.S. Government agencies or U.S. Government implementing partners required.  Experience with activities funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) is required.

LANGUAGE:  Level IV (Fluent) spoken and written English and Amharic is required, and fluency in one other Ethiopian language preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:  The candidate must be familiar with HIV combination prevention, especially programs targeting Key Populations and behavior change and communication interventions in addition to having knowledge of HIV/AIDS services in Ethiopian context.  Excellent computer skills are required for effectively operating in this position.  Example of software includes MS Word, Excel, PowerPoint, and Outlook, Access, statistical and other relevant software.  Computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements, both program and impact.  The selected candidate must be capable of producing high quality work, often under time pressure and in complex situations.  Must be able to communicate in English effectively in writing and verbally.  Lead and participate in discussions and meetings effectively.  Able to rapidly analyse information, evaluate data, and prepare reports and related documents in English.
