-The regulations regarding scaffolding are being revised and published as a new statute. The area of application has been expanded and it is proposed that the regulations now cover scaffolding used as a workplace, as an access link, as protection against falls when working on roofs or at other great heights and as protection against collapse. It is proposed that they also cover weather protection; -It is proposed that the regulations cover work involved in the erection of scaffolding and weather protection, work on scaffolding and under weather protection and the design of scaffolding and weather protection (product requirements). It is recommended that there be both technical and administrative requirements; -Different areas of regulations shall be adhered to by those who are employers (this also refers to those hiring-in personnel and, in the majority of cases, the self-employed), those who control a workplace, manufacture, import, assign or lease scaffolding and weather protection, erect scaffolding and weather protection (and in so doing install a technical device), those who are construction work environment coordinators for the project phase or implementation phase of building and construction work and those who certify or type test scaffolding; -In the case of prefabricated scaffolding, components for prefabricated scaffolding and connections, it is proposed that they are only allowed to be released onto the market or made available for sale if they are covered by a valid type test certificate (requirements unchanged compared with regulations currently applying); -It is proposed that penalties are imposed in two paragraphs; the requirement for type tests on delivery of prefabricated scaffolding and connections and the requirement for evidence of training/skills to erect scaffolding. It is not planned that any regulations will have direct penal sanctions. |
