Mission
Promoting a base-wide wingman culture to reduce sexual assault risks, introduce meaningful prevention activities, and facilitate and coordinate compassionate response to sexual assault survivors and their family members in the Nellis/Creech/NTTR communities.
How to Report a Sexual Assault
1. Call the SARC reporting line at any time (24/7). You will reach the Sexual Assault Response Coordinator (SARC) during duty hours. After duty hours the phone may be answered by an authorized Victim Advocate: 702-652-SARC (7272)
2. If you are not in the local area or are looking for Department of Defense (DoD) or civilian sexual assault prevention and response resources you can use the 24/7 DoD Safe Helpline. Users have three ways to access their services - "click, call or text" for confidential support.
- Click - Logging on to www.SafeHelpline.org for live, one-on-one confidential help with a trained professional.
- Call - Calling the hotline at 1-877-995-5247 allows users to speak with a trained staff member for personalized advice and support to military and/or civilian resources.
- Text - Texting a location or zip code to 55-247 in the US and 202-470-5546 outside the US allows users to receive contact information for the SARC, medical, legal, spiritual and military police personnel at their installation or base.
3. If you or someone you know has been sexually assault and you need assistance, please follow these guidelines:
. It is recommend you do not change clothes, but if you feel you must, bring soiled clothing in a paper bag--not plastic
. Do not eat or drink anything
. Do not shower, brush your teeth or use mouthwash
. Do not take or apply any type of medication to any injuries
. Do not use the bathroom, but if you must, bring urine for testing in a plastic or glass container
. Do not disturb or clean up the crime scene
4. In the Las Vegas area, you need to go to the University Medical Center Adult Emergency Department at 1800 W. Charleston (near Rancho Drive) for Sexual Assault Exam: 702-383-3922. Nurse will call a Victim Advocate for you.
DoD Program Changes to the Sexual Assault Prevention and Response Program:
Restricted Reporting Option -gives a victim time and opportunity to get information about available services and fully explore his or her rights, so he or she can make an informed decision without the pressure of an investigation or any legal process. Once a victim becomes fully informed about the services available they can choose to convert the restricted report to an unrestricted report.
Restricted Reporting is available for:
- Active Duty Military and their dependents (spouses and children over the age of 18 years old)
- Coast Guard members
- Reservists performing federal duty
- National Guard under Title 10 status
Unrestricted Reporting Option - any report of a sexual assault made by the victim who chooses to have this investigated by law enforcement or discloses the incident to their Supervisor, First Sergeant or Commander.
Unrestricted Reporting is available for:
- Active Duty Military and their dependents (spouses and children over the age of 18 years old)
- Retired military members
- Civilians
- Contractors
Expedited Transfer of Active Duty Members who have been sexually assaulted. DoD has implemented a process by which an AD member who has filed an unrestricted report of a sexual assault may request a transfer from the assigned command or base to a different location within their assigned command or base. Document Retention in cases of restricted and unrestricted reports of sexual assault. Effective 16 Dec 2011, the sexual assault investigative reports for unrestricted reports will be retained for 50 years from the date the sexual assault investigation was closed. For restricted reports a separate record retention system designed to honor and respect the service member's desire for confidentiality shall be used. If a sexual assault forensic exam is performed, that information will be retained for 5 years. The SARC will also retain the DD Form 2910, the form used to annotate the restricted reporting option. This allows for additional time for the victim to come forward and convert the restricted report to an unrestricted report. Rule 514. Victim Advocate - victim privilege. Effective December 2011, a victim has a privilege to refuse to disclose and to prevent any other person from disclosing a confidential communication made between the victim and a victim advocate, in a case arising under the UCMJ.
