Final Findings From the Expert Panel on the Safety of Conducted Energy Devices

A panel of medical experts examined cases of individuals who died after exposure to a conducted energy device (CED) during encounters with law enforcement. It found that these devices are as safe, or safer, than other means of subdual. It concluded that use of CEDs by police officers on healthy adults does not present a high risk of death or serious injury. The panel also issued recommendations for proper use, such as applying CEDs for no longer than 15 seconds at a time and limiting the number of discharges to the fewest needed to control the suspect.
