Questions > FAQ Topic

Are rental cars available? Are they expensive? What are the requirements to rent a car?

Rental cars are available both on and off base. A EuropCar office, located in The Exchange, is open from 9 a.m. to 6 p.m. Monday to Friday and 9 a.m. to 2 p.m. Saturday. Off-base rental companies can also be found in Aviano and other neighboring cities. Rental cost per day ranges from 39 to 95 euro. To rent a vehicle, you must have an identification card, state driver's license and Allied Forces Italy license. Call EuropCar at DSN 632-8719 for more information.

Are there any jobs available for dependents or spouses?

Aviano provides unique challenges for spouses seeking employment. The job market is limited to on-base employment. It may take one or more years to find appropriated employment (GS and WG positions). Non-appropriated fund (NAF) employment is more plentiful in recreation, child-care, administration, and sales. There are few temporary teaching substitute/assistant positions available through DoDDs, however, full-time teaching positions, unless hired stateside are non-existent. Professional licensed positions in the medical profession are not available at this overseas location.

How do I find a place to live?

There is no on-base housing at Aviano; therefore, the majority of accompanied personnel assigned to Aviano reside in private rental housing on the economy. Community Housing is listed through the Department of Defense Automated Housing Referral Network (AHRN). Visit AHRN.com to sign up for an account prior to leaving your current base. This must be done from a .mil computer, so individuals should plan ahead and create their account before PCSing, as it may take several days to reactivate their CAC Card at Aviano. Your sponsor is key to this equation and should play a major role in finding quarters. This includes providing transportation to view housing and contract signing. Meetings with landlords are normally arranged by sponsors or someone working within the unit. The Housing Assistance Section is available to assist members through this process to include reviewing the contract agreement between the tenant and the landlord. All services are available on a walk-in basis.

There is also a limited number of Build to Lease housing units and Government Rental Housing Program leased units available to members. These programs work similarly to on-base housing programs at other locations. Those interested, may submit an advance housing application (DD Form 1746), together with a copy of your orders, through your local Housing Office. If you are arriving from CONUS, and we receive your application prior to your arrival, we will place you on the waiting list based on the effective change in duty station date. If you do not send an advanced application, we will place you on the waiting list with the effective change in duty station date, if you apply within the first 30 days of your arrival. Otherwise, we will place you on the waiting list the date you apply for housing on a walk-in basis.

How do I find out about volunteer opportunities? Can I volunteer off-base with an Italian agency?

There are a variety of volunteer opportunities available to military members and their dependents both on and off base. Those interested can sign up for routine opportunities to include Airmen Against Drunk Driving, the post office and Operation Yellow Ribbon just to name a few; as well as more seasonal opportunities such as assisting with base and local events and observances. This includes helping with everything from setup and teardown of an event to being part of the planning committee. For a general list of volunteer opportunities, click here, or contact the 31st Force Support Squadron base volunteer coordinator at DSN 632-5407. Also stay tuned to the Wyvern Weekly Report and Aviano Facebook for volunteer opportunities throughout the year.

How do I get a phone/internet connected in my home or dorm room? Why does it take so long to get the connections hooked up?

Internet is available in most towns surrounding Aviano. However, tenants should check with the landlord to see what type of internet coverage (dial-up or broadband) is offered. Telecom, NGI Satellite and FastWeb are three of the most popular internet providers in the area. Prices average between 40-65 euro per month for internet access. For Telecom internet, customers can stop by the phone store located in front of The Exchange and fill out an internet request form. For NGI internet, visit www.ngi.it. For FastWeb service, visit www.fastweb.it. From initial request, expect an appointment confirmation in about one week and a technician to visit the house within two weeks. The installation technician will perform initial set up actions to ensure the home is wired correctly with internet and phone capability. Installation fees range from 80-120 euro. Unlike in the United States, bills are received more inconsistently from some local providers in Italy. Expect the first bill within 1-3 months after initial set up. Telecom Italia bills customer every two months.

How do I get gas coupons? What are the requirements?

NATO gas coupons can be purchased at the Base Exchange which eliminates the need to pay local European prices. You receive tax-free gasoline coupons only for your tax-free vehicle. Once your tax-free vehicle is registered on base through Pass and Registration; a "ration card" will be posted at the BX cashier cage where you can purchase tax-free gas coupons. Your monthly allowance is based on the engine size of your car. The maximum monthly allowance is 400 liters. These coupons are valid only at AGIP; however, other local gas stations in the area may accept NATO coupons. You should verify with the attendant prior to filling up your vehicle.

How do I learn about recycling and do I have to do it?

In Italy, recycling is required by law and not complying may result in fines. At home, residents must separate their trash in accordance with community rules. Each community in the region has different recycling requirements and each town has specific guidelines for recycling. For specific requirements in your community, visit http://www.aviano.af.mil/library/recycling.asp.

How do I purchase gas at an off-base gas station?

Aviano Air Base does not have a gas station on base, but getting gas off base is much like that in the U.S. The main difference is that gas is measured in liters and many gas stations have attendants who pump the gas for customers. To avoid paying local European prices, those driving tax-free personally owned vehicles should use NATO gas coupons to pay. Coupons can be purchased at the Base Exchange. Once your tax-free vehicle is registered on base through Pass and Registration; a "ration card" will be posted at the BX cashier cage where you can purchase tax-free gas coupons. Your monthly allowance is based on the engine size of your car. The maximum monthly allowance is 400 liters. Child care services on Aviano Air Base are available through many programs offered at the Child Development Center (CDC) and the School Age Program (SAP). There is no on-base housing and therefore, no Air Force Family Child Care program. Parents should note that child care is limited for some age groups and the centers may be filled to capacity and unable to support all child care requirements. Dependent children, ages 6 weeks to 12 years of age, of active duty personnel, DoD civilian personnel, reservists on active duty or during inactive duty training, DoD contractors and Coast Guard personnel assigned to or living on the installation are eligible to use the CDC and School Age Programs. Another on base option is Co-Op Care, a one of a kind program unique to Aviano. The program is located in Bldg 110, Area 1, and operates Monday - Friday 9 a.m. to noon. (closed on down/goal days/holidays). Child care must be used the same week volunteer hours are earned. All care is by reservation only. Children must have current immunizations and an updated registration form on file. For off base child care, parents can enroll their infants into the "Asilo nido" or nursery school and "Baby Parking" for babies age 3 months to 36 months old. These educational services are public or private and assist parents in child care with the possibility of a flexible timetable. Attendance requires a monthly payment depending on the selected timetable and family income (in public Daycare Centers and in the centers operating within the public system it is possible to have a reduced monthly rate). Places are not guaranteed for each child and cost will depend on the parents' joint income. Meals are planned by a dietician. Asilo nido are typically open from 6 a.m. to 6 p.m., but can have longer hours for working parents.

Parents can also enroll children ages 3-5 years old into Italian preschool. The "scuola peri'infanzia" or "asilo" in Italy is free, except in private schools, but places are not guaranteed for all children. The pre schools are located in almost every community around Aviano and are normally operated by the local parish (private) or state school (public). The school year begins in September and operates Monday through Friday. Parents may choose full day (8 a.m. to 4:30 p.m.) or half day (8-11:30 a.m./1:30 p.m. with lunch).

What phone companies/plans are available in Italy?

Many stateside cell phone companies "lock" their cell phones so they can only be used with their service. For example, an iphone purchased through AT&T is locked to their network and cannot be used here in Italy with a local SIM card. To use an iphone, cell phone users must either purchase an unlocked iphone online or from a local phone store in Italy. The same is with other phones locked to carriers in the states.

Phone users have two options in Italy: pre-paid or monthly plans. Vodafone and TIM are the two main carriers. Both have similar phone plans, but users can compare quotes when they arrive on station. Most phone plans are on a 2-3 year contract and range from 20-60 euro a month depending on the plan and phone purchased. Additionally, users who would like a pre-paid plan can purchase an unlocked phone and then buy a SIM card from either provider for 10 euro. Then, it is up to the individual to load a certain amount of euro for pre-paid minutes and texting. Both carriers offer unlimited internet for pre-paid accounts which typically costs two euro a week.

A SIM (Subscriber Information Module) card is a small chip that fits into the phone. This chip contains the cell phone number (so if it is switched it to another phone, the number will still be the same) along with the account information. The SIM Card determines the network and phone number the cell phone uses.

GSM (Global System for Mobile Communications) is a type of cell phone and network used in Europe and most countries in the world. Some US cell phone companies use GSM (T-Mobile, AT&T), but many do not. GSM phones are required in Europe. These are sometimes called "World Phones" because they can be used around the world.

What type of driver license do I need? Will I have to take a road test? What are the requirements?

All Department of Defense sponsored personnel (active duty, family members and civilian employees) must have an Allied Forces Italy (AFI) license to drive in Italy; an International license will not suffice. However, an International Driver's License (obtainable from AAA) is needed whenever traveling outside of Italy and it is recommended to obtain one prior to leaving the U.S.

To receive your AFI Driver's license you must:
· Complete and submit the AFI Licensing Application
· Take the AFI License Test and AFI Road Sign Test and submit the test results to the Drivers Licensing Office
· Attend the base's Local Conditions Brief
· Have a valid stateside, USAREUR or other country license (can't be expired).

The study material and AFI Driver's License Test is offered online at http://www.31fss.com/afrc/web/AFI-Test/AFI_test_index.html. All personnel must have a valid stateside license and be 18 years of age in order to receive an AFI license. Military members must be assigned to Aviano and civilians and dependents must be command sponsored or have logistical support.

To obtain a motorcycle endorsement on your AFI license, you must have a valid U.S. Motorcycle Operator's License and a Motorcycle Safety Foundation Card prior to arriving. Once in country, call wing safety to schedule a local motorcycle safety course. Per Italian law, those under 21 can only drive a motorcycle with 33 HP (25 KW).
