Job Summary:

The Office Federal Energy Management Program (FEMP) represents and provides the national programmatic expertise for Federal facilities and fleet energy management, formulates and executes national energy policies and programs, and is responsible for establishing priorities among sub-programs within the Office.  The program is identified as an entrepreneurial organization that takes maximum advantage of unique legislated authorities to reduce federal energy and water use and costs.

Duties: 
As an expert in energy technology programs, the incumbent is responsible for a wide variety of highly complex energy efficiency and renewable energy projects/programs in an assigned area with in the Office, and recommends solutions to program problems of an especially complex, difficult, or sensitive nature. 

Analyzes the impact of new and proposed legislation, Executive Orders and other regulations on the assigned energy efficiency and renewable energy programs.  Interprets regulations for the Federal agency headquarters and field offices with respect to analysis and/or implementation of comprehensive program activities relating to the multifaceted energy efficiency and renewable energy initiatives required by various national program legislation or directives. 

Develops systems and procedures for the assigned program area to enable the energy efficiency and renewable energy program to effectively and efficiently meet statutory requirements and Departmental goals and objectives. 

Evaluates procedures and policies on the program’s legislatively mandated training and technical assistance goals and objectives. 

Determines the substance and focus of special projects/requests in these areas, and develops action responses drawing on available resources to complete them in a timely and effective manner. 

Initiates action as necessary to modify or terminate energy efficiency and renewable energy program/project efforts. 

Advises supervisor and field activities on unusual, difficult or controversial energy efficiency and renewable energy matters.

The incumbent provides budget input to the supervisor for the assigned programs/projects, and supplies cost budgets for and justification as to the importance of efforts and the consequences of not providing the necessary funding.  Reviews the budget, monitors budget expenditures for assigned projects/programs, and reports to the supervisor on status of program performance against established goals and objectives. 

The incumbent makes presentations on energy efficiency and renewable energy program/project objectives, content, and progress to a variety of audience, and reports reception of objectives to supervisor. 

Prepares a variety of issue or briefing papers and reports for senior EE program staff. Prepares responses to congressional and other executive correspondence, and responds to telephone requests for information about the energy conservation program.

Monitors and evaluates ongoing technical projects to ensure quality of efforts, conformance with schedules, objectives, and priorities, adequacy of technical information and progress of accomplishment in a cost-effective manner, determining the allocation or reallocation of resources among projects consistent with contract constraints.


Qualifications Required: 

Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry)

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

FOREIGN EDUCATION:  Must be evaluated by a Dept. of Education recognized accrediting body, or evaluation by a credential evaluation service which has deemed it to be equivalent to that gained in a conventional U.S. education program.  For information about foreign credential evaluation services, go to  NACES  (PROVIDING SUCH EVIDENCE WHEN APPLYING IS YOUR RESPONSIBILITY).

SPECIALIZED EXPERIENCE: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the next lower-grade level (GS-13): 

Experience in program relating to Federal Energy Management activities to include planning, bugeting, developing, implementing, managing and evaluating program initiatives and other regulatory and deployment activities.  Experience in and ability to apply advanced professional engineering concepts, theories, principles, practices, methods and techniques, which includes knowledge in a broad range of engineering disciplines, such as mechanical, material, and electrical engineering; and general physical science.

1. Mastery of advanced concepts, principles, theories, practices and techniques of general engineering.

2. In-depth knowledge of energy efficiency and renewable energy program, precedents, projects in progress, trends, influences and projects as they relate to energy efficiency and renewable energy.

3. Ability to plan and direct highly complex technical programs dealing with advanced energy efficiency and renewable energy technologies.

4. Knowledge of program management techniques to serve as the manager of complex technological and procedural programs.

5. Knowledge of the Federal budget process.

6. Ability to communicate effectively both orally and in writing.
