AUTHORIZATION: Section 205 of the 1948 Flood Control Act, as amended, Continuing Authorities Program (CAP).

TYPE OF PROJECT:  Flood Risk Management.

LOCATION: The Metro Center Levee project is located between River Mile 186 and 189 of the Cumberland River in Nashville, Tenn.

BACKGROUND:

Metro Center is a 1,000-acre commercial and industrial development located along the Cumberland River near downtown Nashville, Tenn.  There are over 70 property holdings and 200 plus companies employing over 11,000 people in this development.  Current estimated investments are in excess of $1 billion.  A 2.8-mile long levee that protects Metro Center from flooding by the Cumberland River was originally constructed in the early 1970's by a private contractor and then turned over to the Metropolitan Government of Nashville and Davidson County after construction.  A joint inspection of the levee in 1993 by Corps and Metro Nashville Public Works officials revealed the levee deficiencies that could lead to failure if not corrected.  A cost-shared feasibility study was completed in April 1998.  The recommended plan consisted of increasing the height of the existing levee, performing Streambank stabilization, and adding a backup sluice gate to provide a 99% chance of containing the 100-year flood and a 76% chance of containing the 500-year flood.  Recreational and environmental features were also added to the project.  On Feb. 12, 2001, a Project Cooperation Agreement (PCA) was signed to initiate construction.  Construction was originally completed in 2004.

 

IMPORTANCE: A levee inspection on Nov. 29, 2007 revealed that the levee system would not meet certification.  There were vegetation encroachment within 15 feet of the toe on the levee, slope stability issues, and a gap in the levee system’s protection that would allow water inundate Metro Center in the event a 500-year flood occurred.

 

STATUS:  Ongoing construction to address deficiencies is close to completion.  These corrections allow the project to perform as designed and reduce the risk of flooding in Metro Center.

SCHEDULE:

 

Prior Completed Work: The FY 2012 deficiency correction consisted of increasing the height of the existing levee, performing Streambank stabilization, and adding a backup sluice gate to provide a 99% chance of containing the 100-year flood and a 76% chance of containing the 500-year flood.  Recreational and environmental features were also added to the project

FY 2012 Scheduled Work: Remove vegetation within 15 feet of toe on levee, installed a small section of levee, and repaved the greenway trail.

FY 2013 Scheduled Work:  Complete construction by addressing slope stability issue and close out the project.
