Directorate of Resource Management

Mission:

Resource Management provides professional analysis, advice, and assistance to the Commander and staffs on use of financial and manpower resources.

Purpose:

Manage USAG-Red Cloud funding and manpower resources, and conduct related analyses to maximize use of available resources for installation support.

Services:

 

Program & Budget

  • Plans, programs and formulates the annual command budget estimate
  • Perform command budget execution
  • Allocates resources based on funding guidance
  • Administers fiscal year-end fund execution
  • Processes Military Interdepartmental Purchase Requests (MIPR) Reimbursable, EA Form 802, and delivery orders
  • Processes Purchase Request and Commitment (PR&Cs) through PR-web
  • Input commitment to IMCOM On-line (IOL), updates and reconciles transactions in IOL
  • Manages and certifies Temporary Duty (TDY), premium pay, Government Purchase Card (GPC) usage and control funds
Manpower
  • Manages Personnel and Equipment TDAs
  • Prepares Mobilization TDA (MOBTDA)
  • Conducts manpower utilization studies and recommends manpower spaces within the allocated Civilian Employment Level (CEL)
  • Reviews and validates data on Request for Personnel Action (RPA, SF52)
  • Administers Contractor Manpower Reporting (CMR)
  • Manages KATUSA Manning Document
  • Manages Korean Service Corps (KSC) Manning Document
  • Processes Service Contract Requests
  • Reviews, updates and modifies Position Organization Addresses (POA) in Defense Civilian Pay System (DCPS)
