Regionalization Evaluation Services Information
The Regionalization Evaluation Services (RES) evaluates the animal health status of foreign regions (zones) and the risk of disease introduction via commodities for import into the United States. A region is a geographical land area identifiable by geological, political, or surveyed land boundaries that contains an animal subpopulation with a distinct animal health status. RES also assists in the coordination of data to support regionalization of the United States for export purposes.
RES follows a science- and risk-based approach that is consistent with APHIS obligations under international trade agreements. When evaluating the animal health status of a foreign region, RES Staff:
- Analyzes information submitted by foreign governments in support of regionalization requests;
- Recommends and conducts site visits as appropriate to the evaluation;
- Coordinates the risk assessment process;
- Identifies appropriate risk mitigation measures; and
- Coordinates rulemaking actions relevant to regionalization decisions for Veterinary Services.
RES risk assessments for regions requesting APHIS recognition of disease freedom or a commodity-based evaluation (if the region cannot be considered free of the disease) typically follow an 8-factor framework defined in title 9, Code of Federal Regulations, part 92.2(b). These factors are:
- Scope of the evaluation being requested;
- Veterinary control and oversight;
- Disease history and vaccination practices;
- Livestock demographics and traceability;
- Epidemiological separation from potential sources of infection;
- Diagnostic laboratory capabilities;
- Surveillance practices; and
- Emergency preparedness and response.
However, a region may be considered historically free of a disease if it has not occurred in domestic livestock in the region for at least 25 years (if ever) or in wildlife for at least 10 years. RES conducts historically free evaluations according to a 6-factor format defined in title 9, Code of Federal Regulations, part 92.2(c). These factors are:
- Scope of the evaluation being requested;
- Veterinary control and oversight;
- Disease history and vaccination practices;
- Disease notification;
- Disease detection; and
- Barriers to disease introduction.
