ACQUISITION PERS-447

 

DEFENSE ACQUISITION CORPS (DAC) MEMBERSHIP

 In Dec 2015, the Navy DACM eliminated the requirement to hold an Administrative Board to review applications for AC Membership.   A future push to eDACM will allow Navy officers the capability to submit DAC Membership request via their eDACM account.  The timeline for completion has not been determine, updates will be posted to this site.  In the interim the process for AC Membership will be adjudicated by a screening panel comprised of the Navy DACM and NAVPERSCOM representatives. 

 Package submission should consist of the following:

1.        DAC application (NAVPERS-1301-86);
2.       eDACM transcript;
3.       All college work transcripts; and
4.       FITREPS if requesting additional experience for non AT&L coded time.
 
Submit your package via email to pers-447(underscore)mail@navy.mil, for review by the screening panel.  Member will be advised directly of the results.  If approved, PERS-447 will initiate action to update official military and eDACM records to reflect DAC Membership. 
 
In approximately 45-60 days, member will receive an eDACM generated email confirming DAC Membership.  The email will also provide a link to download membership certificate.

Since each officer community has unique needs for Acquisition Corps members, questions regarding future assignments in an acquisition position should be directed to your community manager or detailer.  PERS-447 does not assign officers to acquisition assignments.  Only your respective community Detailer can do that.

For those just beginning their acquisition journey, the Acquisition Corps consists of a select group of highly skilled military and civilian acquisition professionals who meet the Defense Acquisition Workforce Improvement Act (DAWIA) education, training, and experience requirements.  To continue to support our national objectives by providing our forces the best weapon systems in the world, we must be ready to assume the leadership roles in "critical" acquisition billets.  

 Acquisition Corps membership is becoming increasingly important in distinguishing between candidates for major acquisition commands.  Critical Acquisition Positions (CAP) and Key Leadership Positions (KLP) should only be filled by Acquisition Corps members unless this requirement is waived by the Director of Acquisition Career Management (DACM), ASN (RD&A) prior to assignment.

The Department of the Navy (DON) Defense Acquisition Career Management website (link located in the block to the right) will assist you in obtaining information related to your professional development.  Career Field certification information with detailed requirements for each certification level within  each career field can be found by reviewing the DAU catalog.

Once you have completed the requirements for an acquisition career field certification, submit your request via the websiteeDACM website.  Select the link entitled Career Field Certification and follow the prompts.  Once your  career field certification is approved, (please do not contact PERS-447 to update military service record unless it is an urgent matter) it will take approximately 30-45 days for service record to reflect new AQD. 

 After qualifying Level 2 or above in an Acquisition Career Field, complete four-years of service in an Acquisition Position, fulfill the education requirement, you are ready to apply for Acquisition Corps membership. 

All Acquisition Corps applicants  must either be a DoN acquisition workforce member graded at GS-13 or above, O-4 or above, or be tentatively selected for a DoN CAP.

Acquisition Corps membership is an important milestone.  All of our O-6 acquisition billets and over 50% of our 0-5 billets are critically coded and require Acquisition Corps membership before detailing officers into these critical acquisition positions.
