4/26/2011 - KADENA AIR BASE, Japan -- The U.S. Forces Japan Instruction 31-205, Motor Vehicle Operations and Traffic Safety, has been updated to allow a one-time renewal of the USFJ Form 4EJ (Status of Forces Agreement driver's license) for those individuals with an expired state-side license.

Specifically, the USFJ instruction states "for those members with an expired state license whose state does not permit extension while overseas, renewal by mail, etc., the installation commander may grant a waiver for a one-time renewal of the USFJ Form 4EJ, given the individual's driving record while at the installation is acceptable. This authority may be delegated to the Base Traffic Review Office, or equivalent position, but not delegated further."

This one-time waiver will be valid for the duration of the individual's current employment period or Date Eligible for Return from Overseas (for active duty personnel and dependents.)

If an employee does not have a finite period of employment, the waiver will be valid for five years from date of issue.

Once the waiver period expires, the individual will have two options for SOFA license renewal: Obtain a valid, state-side license; or attend a formal driver training course with a minimum of 45 hours of aggregate (classroom and hands-on) instruction with not less than six hours of professionally supervised, hands-on road driving.

The 18th Wing commander has delegated approval authority to the base BTRO and the 18th Security Forces Squadron, Pass and Registration has developed a template for such requests. For more information, contact Pass and Registration at 634-3437.
