Corvalis, Oregon with a Salary Range at the GS-9 from $50,021.00 to $65,023.00 and GS-11 from $60,520.00 to $78,674.00 OR Tucson, Arizona with a Salary Range at the GS-9 from $47,448.00 to $61,678.00 and GS-11 from $57,408.00 to 74,628.

As an Administrative Officer  duty stationed in either Corvalis, Oregon or Tucson, Arizona some of your specific duties will include: 

The incumbent provides administrative support services for multiple Climate Science Centers (CSCs) and reports to a supervisor located at the National Climate Change and Wildlife Science (NCCWSC) Center. Some of the incumbents duties are as follows;

-Provides Management Advisory Services on a range of straightforward administrative and operational management support issues.

-Provides cost data and other information for use in program planning and evaluation activities.

-Formulates and administers separate accounts of the annual program budget.

-Evaluates budgetary and fiscal data for consistency with previous estimates and current levels of program operations.

-Directs the monitoring and tracking of obligations and expenditures throughout the budget execution phase.

-Compiles, consolidates, and analyzes administrative support requirements into a unified financial plan in consideration of needs and cost trends of payroll, travel, supplies, training, and related human resources and materials used to support technical programs.

-Plans and conducts limited analyses of organizational elements and works to identify problems and approve resource utilization, administrative support, and management effectiveness.

-Interprets findings, develops recommendations to improve organization efficiency and solve problems. 

-Provides administrative support and office services for the organizations activities involving supply and property management, mail and file services, travel, records and reports, equipment maintenance, vehicle management, and related services.

- Interprets and applies contract and procurement regulations. Prepares requisitions and purchase orders, and ensures adherence to policies and regulations.

GS-9 

Applicants must meet one of the following to qualify for the GS-9 level: 

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service.

Examples of GS-7 level work include assisting with: 1) Preparation/execution of budgets; 2) preparing program/project documents, i.e., project descriptions and summaries; 3) coordinating procurement, property, vehicles, and space management functions; and 4) advising and assisting supervisors on actions concerning personnel matters.

OR

Applicants may substitute successful completion of 2 years of progressively higher level graduate education or mater's or equivalent graduate degree (such as an LL.B or J.D). (36 semester hours, 54 quarter hours, or the equivalent).

OR

A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements. 

GS-11 

Applicants must meet one of the following to qualify for the GS-11 level: 

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. 

Examples of GS-9 level work: 1) Participating in the formulation of annual operating budgets; 2) identifying reconciliation of a wide range of monthly expenditures against allocated funding; 3) utilizing spreadsheets and administrative system reports on obligations and expenditures; and 4) interpreting personnel policies for recruitment actions and appointment authorities.

OR

Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent).

OR

A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.
