Monitoring and Reporting

One Time Permit Report

Updated as of September 9, 2011 - For each vessel, owner/operators are required to submit a one time report between 30 months and 36 months after obtaining permit coverage. EPA is requiring this information to assure permittees are complying with the provisions of the permit, to learn how owner/operators are implementing the permit, and to gain a better understanding about the universe of permittees.

Analytical Monitoring

Vessel owner/operators with large cruise ships, medium cruise ships, or vessels using experimental ballast water treatment systems are required to submit analytical monitoring results to EPA in accordance with Parts 5.1, 5.2, and 5.8 of the permit respectively. Annual Noncompliance Reports

All instances of noncompliance with the permit requirements must be reported at least once per year to the appropriate EPA Regional Office. The annual noncompliance report must be submitted within one year of when the noncompliance occurred. If there are no instances of noncompliance to report, then a noncompliance report does not need to be submitted to EPA.

Vessel owner/operators must report the noncompliance to the regional office responsible for the waters in which the noncompliance occurred. If vessels have multiple occurrences of noncompliance, the vessel owner/operator must report all noncompliance to the regional office where either:

  1. The greatest number of noncompliance events occurred, or
  2. If the same number of noncompliance events occurred, to the regional office responsible for waters where the vessel spent the most time.

Any noncompliance which may endanger health or the environment must be reported to the appropriate EPA Regional Office within 24 hours of becoming aware of the circumstances.
