Indian Counterterrorism Experts Share Lessons Learned on Mumbai Attacks

LOS ANGELES, California - U.S. Pacific Command (USPACOM) and the Federal Bureau of Investigation (FBI) co-hosted an in-depth, five-day interagency subject matter expert exchange in Los Angeles, Calif., from Sept. 26-30.

Topics discussed during the week included crisis management, best practices for command post setup, interagency coordination, hostage negotiations, first-response strategies for encounters with active shooters, evidence collection, improvised explosive device and post-blast investigations, and maintaining cooperative working relationships with the media during times of crisis.

Delegates from India concluded the program with a presentation on lessons learned and challenges encountered during the 26/11 Mumbai attacks.

According to USPACOM deputy chief of staff Gene O'Nale, "this was a unique opportunity to engage our Indian colleagues.  The extensive sharing of information on forensic sciences and counterterrorism lessons learned not only helped educate participants from all countries but set the stage for extended engagement opportunities in the future.  All parties benefited greatly."

The exchange, at the request of the Government of India, was a joint effort involving senior Indian and Australian officials, the FBI, USPACOM, Los Angeles Police Department (LAPD), and Los Angeles County Sheriff's Department. During the five-day program, the delegates visited the FBI Los Angeles Field Office, the Los Angeles County Sheriff's Department Tactics and Survival Training Center, the FBI Evidence Response Team Off-site Facility, the LAPD Headquarters, and the Los Angeles Police Academy.

Such an exchange is an example of several on-going areas of cooperation and partnership between the U.S. and India in counterterrorism and police action.
