Provide the Nation with safe, effective, and affordable nuclear propulsion plants and ensure their continued safe and reliable operation through lifetime support, research and development, design, construction, specification, certification, testing, maintenance, and ultimate disposal. 

National Nuclear Security Administration Demonstration Project

This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project.  The NQ-03 pay band is equivalent to the GS-13-14 grade levels.  This position is at the full performance level.

Duties: 

As a Lead Auditor, you will:

  • Serve as a team leader for a small group of auditors.
  • Provide audit services for the Naval Reactors program, as well as other Government contracts.
  • Independently develop an annual audit plan to provide comprehensive coverage of Federal Government contract work.
  • Assess backlog, current and projected work, and formulate audit priorities.
  • Conduct, coordinate and integrate a number of concurrent audits.
  • Study pertinent policies, procedures, regulations and other requirements applicable to the audit assignment.

Qualifications Required: 

EDUCATION REQUIREMENTS:

  1. Degree: accounting or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting or auditing. The 24 hours may include up to 6 hours of credit in business law. (OR)
  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting/auditing and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12 or NQ-02) in the Federal service. Specialized experience for this position is defined as:

  • Experience that demonstrates the ability to independently conduct complex/comprehensive audits involving a government agency or contractor; independently plan and conduct audits demonstrating thorough knowledge of audit standards and accounting practices; and communicating complex and/or controversial issues, justifying conclusions, and recommending courses of action.

ADDITIONAL QUALIFICATIONS REQUIREMENTS

  1. Comprehensive professional knowledge of the theories, principles, procedures and techniques in the field of auditing and accounting.
  2. Ability to perform complex and comprehensive audits and reviews of financial, operational and functional systems.
  3. Expert knowledge of techniques to gather, assemble, correlate and analyze problems and factual data, draw sound conclusions and make recommendations associated with improving the efficiency of work methods, procedures and management control systems.
  4. Demonstrated ability to guide the work of others as a team leader including the ability to organize, plan, schedule, coach and review work of team members.
  5. Demonstrated ability to make oral and written presentations in a clear and concise manner to employees and managers at all levels, but particularly the highest level within the organization.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements for consideration.
