This document shows draft special rate schedules that OPM plans to establish in nonforeign areas effective January 1, 2012, as explained in Office of Personnel Management Compensation Policy Memorandum 2011-11 issued to agencies on July 8, 2011. (Locality rates of pay applicable in the Nonforeign areas beginning in January 2012 are posted here. A table showing locality payments and Cost of Living Allowances in effect in Nonforeign areas for 2009-2012 is posted here.)

This document shows the proposed Phase II special rate schedules that OPM plans to establish in nonforeign areas effective January 15, 2012, as explained in Office of Personnel Management Compensation Policy Memorandum 2011-11 issued to agencies on July 8, 2011. These proposed Phase II special rate schedules have been reduced by the amount of the additional adjustment provided under the Non-Foreign Area Retirement Equity Assurance Act during the transition period ending on January 1, 2012. In some cases, locality pay rates effective January 2012 in the nonforeign areas will exceed the corresponding Phase II special rates, and these superseded special rates will therefore be terminated. When all special rates on a special rate schedule are superseded by higher locality rates of pay, the special rate schedule is terminated entirely. When only some of the special rates at certain grades and steps are superseded by higher locality rates of pay, only those superseded special rates are deleted from the schedule and the rest of the schedule remains. Special rate schedules entirely superseded by locality pay (and therefore terminated) are listed in the table below; otherwise, where special rates at certain grades and steps appear on the Phase I but not the Phase II special rate schedule, it is because the higher locality rate of pay applies in Phase II.
