This tool is intended for case managers, outreach workers, CoC administrators, and program directors seeking information on building community support and overcoming NIMBYism (Not In My Backyard). The tool includes an intake questionnaire which identifies the case studies most relevant to their activities and estimates the level of risk acceptable to their organizations. It also provides general background information on NIMBYism.
