Automated civilian pay comes to Kadena

11/12/2012 - KADENA AIR BASE, Japan  -- An new electronic process for civilians to file timecards and leave requests will be going live here Nov. 18.

The Automated Time and Attendance Production System can track the process from start to finish and will minimize errors and standardize pay methods on Kadena.

The new system will allow timecard inputs up to three pay periods ahead of time when taking extended leave or going on Temporary Duty. If an urgent circumstance arises, timekeepers will have the ability to add timecards for their employees. The timecard will then be certified just as if the employee put it through themselves. After the employee returns, all they need to do is "concur" on their timecard.

"It is important for all employees to verify their Leave and Earnings Statements for accuracy and to ensure timecard corrections are made quickly," said Jackie Nakamine, 18th Comptroller Squadron civilian pay clerk. "The ATAAPS only allows employees to go back three pay periods so if an employee needs to make a correction prior to that, it will be processed manually, which will require additional time and follow-up by employees to ensure proper processing."

Another benefit of the new system is employees can make changes to their timecard after the fact, and re-route it through ATAAPS. It will then post on the next available paycheck.

"The ATAAPS gives civilian employees and their supervisors the flexibility to input, correct or amend their time cards from any Common Access Card enabled computer," said Lt. Ben Mathewson, 18th CPTS financial services officer. "This system really shows its value by reducing input time and errors."

Timecard input by employees are electronically routed to their certifier. Once signed, the system will automatically post the timecards into the civilian pay system.

Timekeepers will still run reports to ensure everyone's timecards are accounted for, but generally will not do it themselves. The new system doesn't change the timekeeper's responsibility, but changes how they fulfill their responsibilities. Timecards and leave requests will be maintained electronically by the timekeeper and certifiers will certify electronically, on the second Friday or Saturday.

Currently default passwords can be provided by the timekeepers. After employees log in using the default password, they will be able to use a CAC to log in after that. If employees lock themselves out, password reset requests are sent through base customer service representative then to Defense Finance and Accounting Services. This process can take several days, and passwords expire within 24-hours.
