The Evaluation Phase is the second component in the Design and Implementation process. It includes any remaining necessary operational modeling and simulation, safety analyses and environmental reviews. Since the metroplex optimization is conducted in a short time frame and meant to be repeatable in a 3-5 year timeframe, its efforts are conducted under a tightly controlled and focused scope-of-work. The preparation of a focused and concise Environmental Assessment (EA) allows FAA to consider, evaluate, and determine the significance of impacts in a shorter timeframe. Safety evaluations are conducted in this phase.

During this phase coordination begins with Stakeholders and Air Traffic Control Facilities to establish required resources. Conflicts regarding scheduling are resolved during this phase. The most important step of this phase is the analysis of study team reports. These reports will ultimately decide the work that will be undertaken by the Design and Implementation teams.

The regional Flight Procedures Team is heavily involved in this phase. The target date for publication of the Houston metroplex optimized procedures is December 12, 2013.

The Design Phase is where the Study Team's conceptual designs are further assessed and detailed integrated procedure and airspace design work is completed. This work is conducted by a more locally-focused Design & Implementation Team. The Design & Implementation Team will have significant local participation including subject matter experts from local facilities and "Lead Operators" from industry, as well as PBN and environmental specialists. On-site simulations and other design analyses may be part of this phase. The Design & Implementation Team will be provided with a checklist of issues that must be considered, to include guidance on technical issues, regulatory and criteria issues, submission requirements, and implementation waterfall scheduling interactions.

The Study Team included subject matter experts from non-local facilities (for an outside perspective), airspace and air traffic procedures design specialists schooled in NEXTGEN Performance-Based Navigation , the National Air Traffic Controllers Association, and industry representatives (technical pilots from major airlines). The Study Team identified issues and proposed potential solutions with input from local facility and industry representatives. This phase resulted in a set of conceptual designs, with a high-level assessment of benefits, costs, and risks. The team sought to make better use of existing aircraft equipage by recommending items including satellite navigation based arrival and departure procedures, optimized descent and climb profiles to eliminate or reduce level-offs, creating diverging departure paths that will get aircraft off the ground and on course to their destination faster, and adding direct high-altitude satellite navigation routes between metroplexes.
