Manager Hiring Guide This site is intended to help NOAA managers understand the NOAA hiring process and the important role hiring officials have in every phase. The information below lays out the essential steps of the hiring process after the hiring official has identified a need to fill a vacant position and has contacted the budget office of the Line Office (LO) or the Corporate Office (CO) to confirm the availability of funds. A PDF version of this NOAA Manager's Hiring Guide (click here) is available. |

Electronic Official Personnel Folder (eOPF) at NOAA Do you have your eOPF ID and logon instructions? If not, contact us. Background: The Electronic Official Personnel Folder (eOPF) is an E-Government initiative, mandated by the Office of Management and Budget (OMB) for all Executive Branch agencies, and administered by the Office of Personnel Management (OPM). eOPF offers a secure, standard approach for personnel records conversion, storage, access, sharing, and archiving. NOAA's Workforce Management Office (WFMO) is collaborating with the Department of Commerce (DOC) and the OPM to fully implement the features of eOPF. eOPF allows employees online access to their own individual folder through a secure Internet connection. To help ensure optimal protection of your personal data, as of Fall 2007, users must access the system with a PC on a federal network using an authorized, registered IP address. NOAA has worked towards converting and maintaining each employee's OPF from paper records to an electronic file in three stages:
Some of the benefits of e-OPF include:
We hope you have a good experience with the eOPF system and welcome your feedback. |

NOAA's provider for sign language interpreting services, TCS Associates, provides a web based interpreter scheduling system that allows Deaf and hard of hearing employees to request an interpreter for a meeting or event 24 hours a day, seven days a week. Members of NOAA's Deaf community are issued individual accounts that provide them access to this scheduling system.
To Establish an Account:
Supervisors of Deaf employees new to NOAA should notify the NOAA Sign Language Interpreting Service Program Manager, Ivy.M.Washington@noaa.gov, to have an account established for the employee in the TCS interpreter scheduling system. The Program Manager will then notify TCS to create an account for the employee to become an authorized user. (Please Note: The TCS scheduling system is only accessible to Deaf and hard of hearing employees and designated program administrators within WFMO.)
To Cancel a Request:
A request may be canceled by sending an email to scheduler@tcsassociates.com at least two full business days in advance of the event. In instances where an employee is not able to cancel a request, the employee's supervisor may email TCS at the above email address to cancel.
To Request a Sign Language Interpreter for a NOAA-wide Event:
Do you need a sign language interpreter for a NOAA-wide meeting or event you are sponsoring? Complete the on-line request form for Interpreter Services at: Interpreter Request Form at least 5 business days in advance of the event.
