                    AGREED ORDER OF DISMISSAL

      The Plaintiff has moved the Court, with the consent of
the Defendant as evidenced by the signatures below, for dimissal
of the Administrative Complaint filed in this case.  The case of
Washington Metropolitan Area Transit Authority v. DeArment, 55 EPD
40,507 (D.C.C. 1991), hereinafter referred to as WMATA, has been
decided since the filling of the Administrative Complaint rejecting
the regulations upon which the Plaintiff relied in this case.
Defendant recently provided sworn answers to portions of
Plaintiff's discovery on this issue and further investigation by
the Plaintiff revealed no additional relevant information
concerning the issue of whether Ms. Harris was employed to carry
out a government contract as described in the WMATA decision.

      For good cause it is hereby ORDERED that Plaintiff's
Administrative Complaint in this case is dismissed with each party
agreeing to bear such of its own fees and expenses as were incurred
by it in any stage of this case.
