NAVAL AIR FACILITY MISAWA, Japan -- Navy Cmdr. Dave Cotts, Naval Air Facility Misawa Executive Officer, presents Air Force Capt. Reid Touchberry, 35th Civil Engineering Squadron Programming Element Chief, with the Navy and Marine Corps Achievement Medal July 6.
