MCSAP High Priority Grant - Resources - FAQ

Q1: The deadline for applications has passed. Can I still apply?

A1: Yes. Applications can be submitted until the opportunity is deleted from grants.gov, provided a grace period has been approved.

Q2: I am a) looking for scholarship money to be trained as a truck driver; b). an inventor, looking for start-up capital to fund my company. Am I eligible to apply?

A2: No. Individuals are not eligible to apply.

Q3: Is _____________ an eligible cost?

A3: All MCSAP costs must be reasonable, necessary, and allocable, i.e., clearly related to the grant. For guidance, refer to 49 CFR Part 350.309, 311, and 319, and to OMB circulars A-87 Cost Principles for State, Local and Tribal Governments, A-122 Cost Principles for Non-profit Organizations, and A-21 Cost Principles for Educational Institutions. Additional information is available from the State's Division Office.

Q4: When will funds be released?

A4: Approximately three months after the application deadline.

Q5: Can I create my own grant agreement or amendment?

A5: No. In accordance with the internal control provisions of OMB circular A-123 Management's Responsibilities for Internal Control, all grant documents are prepared by the FMCSA Program Office.

Q6: I am a local jurisdiction, e.g., a Police Department or County Sheriff's Office. Am I eligible to apply?

A6: Yes.

Q7: As a local jurisdiction, do I need the permission or approval of the State lead MCSAP agency to apply?

A7: No, but there are special requirements for proposals from local jurisdictions. Refer to the Eligibility section.
