Grant Application and Award Process

Initial Review and Submission of Application

Additional application requirements will be indicated on the grants.gov opportunity announcement. All applications must be filed within the time frame provided. All applications must be complete and provide the required information.

Merit Review

The CDL merit review panel consists of FMCSA headquarters and field personnel familiar with the CDL program and the FMCSA grant program fiscal and performance requirements. The CDL merit review panel will document its review and recommendations for funding and submit them to the Associate Administrator for Enforcement and Program Delivery for final approval.

Notification of Award

Applicants will be notified in writing by the FMCSA Division Administrator of award amounts, if any. Non-State applicants will be contacted directly by the CDL Division Office at FMCSA Headquarters.

Begin Project Activities
Immediately upon final execution of a grant agreement, grantees should begin project activities according to the approved project plan. This work should remain on schedule unless deviations are approved by the FMCSA Division Office or CDL Division at FMCSA Headquarters.
Note: The CDL Grant Program is discretionary and competitive in nature. The decision of the agency is final and there is no appeal process.
