On October 28, 2012, the Federal Motor Carrier Safety Administration (FMCSA) declared a regional emergency exists that justifies an exemption from Part 390 through Part 399 of the Federal Motor Carrier Safety Regulations. On November 7, 2012, FMCSA extended the Declaration of Regional Emergency Notice. Due to the damages caused by Hurricane Sandy FMCSA is coordinating with federal agencies and states on emergency declarations, waivers, exemptions, special permits, tolls and other temporary authorizations related to relief efforts in your state. Trucks bringing fuel to the impacted region must follow different state regulations. The team will coordinate information on a variety of waivers to ensure each state is on the same page on key regulatory issues that should be addressed to assist the flow of petroleum products to affected states, including: - Driver Hours-of-Service
- Oversize and Overweight
- Low Sulfur Diesel Waivers
- Toll Waivers
- Vehicle Registration Waiver (International Registration Plan -- IRP)
- Fuel Tax Waiver (International Fuel Tax Authority -- IFTA)

The State of New York set up a 24-hour call-in number for help on routing. Truckers should call 718-391-0079 BEFORE departing and not wait until they are en route.
