Colonel Frank H. Stokes is the 148th Fighter Wing Commander, Minnesota Air National Guard, Duluth, Minnesota.  Col Stokes entered the Air Force as a graduate of the Reserve Officer Training Corps (ROTC) at the University of Minnesota and was commissioned as a 2nd Lt on June 24, 1983.  He joined the 148 FW on April 21, 1991.  He is a command pilot with more than 3,500 flying hours, of which 1285 are as an instructor pilot in the F-15 and F-16.   Full Bio

Chief RukavinaChief Master Sergeant Mark S. Rukavina is the Command Chief Master Sergeant of the 148th Fighter Wing, Duluth, Minn. As the Command Chief , he reports directly to the Wing Commander on any and all issues affecting the entire enlisted force such as, morale, readiness, retention, promotions, training and recognition. He plays a key role as the liaison for information flow between commanders and enlisted personnel. He ensures the enlisted members understand and implement the commander's policies, organizational goals, and objectives.
