    ETA has hosted training on Literacy/Numeracy through two Webex(s) and a Webinar. From beginners to experts, this session covered all aspects of the Literacy/Numeracy measure from the basics to those tricky cases. The sessions featured a powerpoint presentation from the Employment and Training Administration's (ETA)Office of Youth Services and Dave McEachern, ETA's support contractor. These resources are available online: Literacy/Numeracy Video Presentation, the Literacy/Numeracy powerpoint, and the Literacy Numeracy Desk Aide.

    National Wear Red Day for Women's Heart Health: On February 1, 2013, when we wear red for women's heart health, ETA highlights the women served through its programs. These charts display the breakout of women served by program relative to the total of women served in program year 2011. ETA programs together served over 10.2 million women. Overall, outcomes for women have increased from PY 2010 to PY 2011. The final image shows the story of Ashley, a Job Corps participant, and the great strides she made through the Job Corps program as well as her contributions to increasing understanding of the young job seeker in today's economy.

    Update to Program Year (PY) 2011/Fiscal Year (FY) 2012 Performance Reporting and Data Validation Timelines informs the workforce investment system of the updated performance reporting requirements and revised associated timelines for the following Employment and Training Administration (ETA) programs and activities:
    • Quarterly and annual reports and data validation results for the Workforce Investment Act (WIA) Title IB programs and National Emergency Grants (NEGs);
    • Quarterly reports and data validation results for the Wagner-Peyser Act Employment Service;
    • Activities authorized under chapter 41 of title 38 United States Code (Local Veterans' Employment Representative and Disabled Veterans' Outreach Programs); and,
    • The Trade Adjustment Assistance (TAA) program.

    VETERANS Day

    In the four quarters ending June 30, 2012, the USDOL Employment and Administration (ETA) programs have served over 1.7m Veterans. Several initiatives which provide assistance to veterans who are looking for work are underway in American Job Centers. One effort is the Gold Card Initiative, which is a joint effort between ETA and the Veterans' Employment and Training Service (VETS) where Veterans may receive enhanced intensive services to help their job search. Through the Wagner-Peyser Act, over 209,000 new post 9/11 era Veterans have been enrolled in services as of September 30, 2012, and over 107,000 have accepted intensive services. Tools such as MyNextMove as well as a toolkit for employers all available to help Veterans become employed.

    Due to unforeseen circumstances in implementing the Enterprise Data Reporting and Validation System (E-DRVS) for WIA in Program Year (PY) 2012, the current process of submitting the WIASRD file and 9090 quarterly reports should be followed for the first and second quarters of PY 2012. Beginning with the third quarter submission (due May 15th, 2013), states should submit the WIASRD file through E-DRVS.
    Additionally, states will submit the first quarter Wagner-Peyser/Labor Exchange file (due December 17th) into E-DRVS.
    Formal guidance, including a user's guide to E-DRVS will be forthcoming in the next few weeks.

    The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden, conducts a preclearance consultation program to provide the public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 [44 U.S.C. 3506(c)(2)(A)]. This program helps ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed.     First Quarter of PY 2012 Reporting Extension for LERS: The performance reporting system for the Wagner-Peyser Employment Service (ES) and the Jobs for Veterans State grants, incorporate new reporting requirements in the LERS. To assist States in implementing the system modifications, the Department announced the availability of funds, in the amount of $60,000, for each state and applicable territory (District of Columbia, Puerto Rico, and U.S. Virgin Islands). See TEGL 37-11 for more information on this funding. This additional required LERS information collection took effect on August 15, 2012. The first submission of the LERS individual record file using the modified LERS layout coincides with the end of the first quarter of Program Year (PY) 2012. ETA has granted a onetime 30-day reporting extension for the first quarter of PY 2012; rendering a LERS reporting due date of December 15, 2012 -- rather than the customary due date of November 14, 2012. Note: This due date applies only to the LERS reporting deadline. All other PY 2012 first quarter reporting deadlines are not being extended.

    Notice: The Employment and Training Administration (ETA) is delaying its implementation of the Enterprise Data Validation and Reporting System (E-DRVS) for Workforce Investment Act (WIA) programs. In previous notifications, ETA scheduled WIA implementation to begin in the 4th quarter of Program Year (PY) 2011 (quarter ending 6/30/2012; with quarterly reports due 8/15/2012, WIASRD due 9/15/2012, and Annual reporting due 10/1/2012). The implementation of E-DRVS for WIA programs will now coincide with the Wagner-Peyser program implementation date of the 1st quarter of PY 2012 (quarter ending 9/30/2012; quarterly and WIASRD reporting due 11/15/2012). Quarterly, Annual, WIASRD, and Data Validation requirements will utilize the existing procedures and software for the 4th quarter of PY 2011.

    TEGL 38-11 ETA announces Negotiating Performance Goals for the Workforce Investment Act (WIA) Title 1B Programs and Wagner-Peyser Act Funded Activities for Program Year (PY) 2012. This guidance informs states of the guidelines for negotiating WIA Title 1B program performance and customer satisfaction goals and performance levels for Wagner-Peyser Act funded activities for PY 2012. These performance goals, once agreed upon between the State and the Employment and Training Administration (ETA), will be incorporated into the States Strategic Plan.

    ETA and the Department of Education announced today in the Federal Register that eight states qualify to receive a share of the $10.4 million available for incentive grant awards under WIA section 503. These funds, which were contributed by the Department of Education from appropriations for the Adult Education and Family Literacy Act (AEFLA), are available for the eligible states to use through June 30, 2014, to support innovative workforce development and education activities that are authorized under title IB (Workforce Investment Systems) or title II (AEFLA) of WIA, or under the Carl D. Perkins Career and Technical Education

    Please note an updated version of the powerpoint presentation with a change to slide 23 is now available. The new Electronic Data Reporting and Validation System (e-DRVS) was built to include the proposed changes and additions to the Wagner-Peyser performance reporting system (Labor Exchange Reporting System). Because of this, the current file format will be invalid at upload and thus the current DRVS process (using the standalone DRVS software) should be followed for all PY 2011 Wagner-Peyser files. There are no modifications to the WIA record layout; therefore, the new e-DRVS will be available for states to submit their files for validation of the PY 2011 WIA Annual Report.

    The Employment and Training Administration (ETA) has submitted to OMB the sponsored information collection request (ICR) titled, Workforce Investment Streamlined Performance Reporting System,’ to the Office of Management and Budget (OMB) for approval in accordance with the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501 et seq.).     Round 2 of the Workforce Data Quality Initiative. Secretary of Labor Hilda L. Solis today announced that $12 million is available for grants through the Workforce Data Quality Initiative, which will enable states to build or expand longitudinal databases that link workforce and education data to improve understanding about the performance of workforce development programs among those who benefit from and make decisions about them.     State's WIA Annual Report Narrative Personal Stories: States prepare annual reports on accomplishments under the Workforce Investment Act (WIA) training and employment programs, similar to that of an annual report to stockholders. In the reports, many states highlight "success stories" that focus attention on achievements of program participants. The personal stories illustrate how states have responded to unemployed participants; providing tax dollar-funded services that have made a difference in the lives of many individuals.
