    (1) National Infrastructure Bank Act of 2011 - Establishes an independent National Infrastructure Bank to designate qualified transit, public housing, water, highway, bridge, aviation, freight, passenger rail, or road infrastructure projects for loans, loan guarantees, and other financial assistance.
    (2) The National Youth Summer Jobs Act, which would provide funding to cities hardest hit by the economic crisis to develop and sustain summer job programs for youth ages 13-21. The President's American Jobs Act also proposes $1.5 billion in funding to support summer job programs for low-income youth.
    (3) The Hire, Train, Retain Act would offer payroll tax exemptions to employers who train and hire unemployed Americans, getting people into training programs and on a path to employment.  
    (4) The School Athletic Facilities Restoration Act of 2011 authorizes the allocation of grants to local educational agencies for the construction, renovation, or repair of school facilities used for physical education. The funds will facilitate construction hiring, while improving safe places for our children to exercise and play.

Strengthening our Economy and Putting Ohioans Back to Work

My primary goal in Congress is to change the course of our economy and bring recovery to Ohio.  We can regain our economic momentum and vitality .

Despite the recession, all leaders must fight for sustainable jobs in growing industries and Ohioans must be retrained, renewed and reintegrated into sectors such as healthcare, weatherization, and green manufacturing where employment opportunities are expanding.  Every time I consider a labor measure, I first ask myself if there are significant training dollars in this bill to help Ohioans return to work.  We've got to start investing in our economy and pursuing policies that will encourage job growth.  I sponsored the National Infrastructure Bank Act of 2011, which will help us target deficient bridges, school repairs, and other dangerous infrastructure, making travel safer for our residents and investing in our communities. It will provide a path for Americans to get back to work.  According to the Federal Highway Administration, for every $1 billion spent on highway and bridge construction, nearly 30,000 jobs are created. 

We also need to make sure our workers have the skills and knowledge to obtain the jobs that are available.  I sponsored the Hire, Train, and Retain Act, which offers tax exemptions to employers who train and hire unemployed Americans, getting people into training programs and on a path to employment.  

I strongly support assisting small businesses by making sure they have available resources to thrive and grow.  I've hosted numerous events in Cleveland to help inform small business owners about obtaining capital and connect them with additional resources. We must focus on our veterans who return from Iraq and Afghanistan.  These honorable Americans need to have resources and programs available to aid in their job search. Visit our veterans resource page here.

National Infrastructure Bank Act of 2011

Cleveland region ranked 9th in the nation (for metro areas with over 2 million people) in the number of deficient bridges.  About 213 bridges, or more than 11 percent, are rated as deficient. Almost 2.5 million drivers commute on these bridges daily; that's 28 drivers per second.  Whether you are a Democrat or Republican, we all have infrastructure that is crumbling, and we have people in our districts who are eager to get back to work.  That's why I sponsored this legislation. It will help us target the large number of deficient bridges in our communities and other dangerous infrastructure for repair, making travel safer for our residents. It will also provide a path for Ohioans to get back to work.

Job Fair

I hosted a Job Fair in Cleveland in August of 2011 to connect employers with potential employees. Hundreds of people secured jobs from the event. Read more about the event here.
