Stephen Lewarne
Chief of Party and Senior Economist
Dr. Lewarne is a Senior Macroeconomist well known for establishing fiscal and monetary stability throughout the developing world with a specialization in fragile and post-conflict states.  During the past decade, Dr. Lewarne has led several of USAID’s most visible programs to bring macroeconomic stability to post-conflict countries and begin to rebuild institutions and capacities for economic growth. Following the cessation of hostilities in the Balkans, he led fiscal policy development for Kosovo’s reconstruction.  Dr. Lewarne authored USAID’s first reconstruction policy report on lessons learned: entitled Economic Reconstruction in War-Torn Economies from the Marshall Plan to the War in Iraq, and was the author of Kosovo’s Public Reconstruction Investment Program. He recently authored several pieces on macroeconomic stability in Sudan with opinion notes and transition recommendations to USAID and the Department of State.

Ron McMorran
Deputy Chief of Party and Principal Economist 
Mr. McMorran, a Deloitte Economist and member of the IMF Panel of Fiscal Experts, has 20 years of experience in the areas of tax policy and administration, and fiscal expenditure management. During the past decade, he has advised several governments on fiscal and tax policy, budget planning and strategy, and inter-governmental fiscal relations, in countries such as Afghanistan, Ghana, Kosovo, Mongolia, Pakistan, the Philippines, Rwanda, Bahrain, Qatar, and Tanzania. He led the tax policy team under a fiscal reform program in Jordan dealing specifically with analysis and reform implementation of income tax, sales tax, non-tax revenue policy and special economic zone tax incentives. An experienced trainer, Mr. McMorran led the delivery of IMF-sponsored seminars in Sub-Saharan Africa and researched tax and expenditure measures and fiscal reform experiences in support of sustainable development. With the Canadian Ministry of Finance, he shaped the Medium-Term Fiscal Framework and inter-governmental tax collection agreement payments, provided advice to the Minister on the transformation of the tax administration to a semi-autonomous revenue agency.

Hilary McLellan  
Principal Economist
Ms. Hilary Mclellan is a Manager in the Emerging Markets segment of Deloitte’s federal practice with over 13 years of emerging markets experience in the decentralization, public financial management, democratic governance and infrastructure sectors.  Ms. Mclellan has extensive global experience working with countries across the development spectrum including post-conflict experience in Kosovo and Southern Sudan. Ms. Mclellan has consulted with both national and local governments to enhance public sector management by strengthening capacities, improving services, and increasing accountability. Her successful leadership of projects in Central Asia, the Balkans, and Africa stems from her ability to achieve tangible results while developing sustainable reform programs in partnership with national counterparts. In addition to her work on LPFM, Ms. Mclellan is providing on-going assistance in Southern Sudan to improve financial management and institute a Financial Management Information System in ten States.
