PHMSA's Pipeline Safety Enforcement Program is a key component of our oversight mission.

PHMSA's pipeline enforcement transparency website has been updated! Please note that as of the January, 2013 site refresh, the layout and data of the enforcement transparency website has been reorganized. Case data is now presented in three different phases: Cases Initiated, Orders Issued, and Cases Closed, with expandable search options on the left sidebar, under the Nationwide option. The Cases Initiated and Cases Closed tabs will display all cases that have opened or closed in a given year, by case type. The Orders Issued tab will now show all of the different types of enforcement orders issued by PHMSA, and allow multiple orders to be displayed for cases that have more than one. These changes result in more data being available generally, more specific data about the types of orders PHMSA has issued, and easier searching through historic records. If you have any questions, concerns or suggestions about the format changes, please contact us.

The Pipeline Safety Enforcement Program is designed to monitor and enforce compliance with pipeline safety regulations and confirm operators are meeting PHMSA expectations for safe, reliable, and environmentally sound operation of their facilities.

On this website PHMSA offers a variety of reports detailing its enforcement activity. These reports are offered on both nationwide and operator-specific bases.

PHMSA monitors compliance through field inspections of facilities and construction projects; programmatic inspections of operator management systems, procedures, and processes; incident investigations; and through direct dialogue with operator management. To facilitate compliance, PHMSA clarifies its regulatory expectations with published inspection forms and protocols; rule interpretations; guidance manuals and advisory notices; FAQs; posting of final orders on its website; and public meetings and workshops. Finally, PHMSA has available a full range of enforcement mechanisms to require that operators take appropriate and timely corrective actions for violations, and that they take preventive measures to preclude future failures or non-compliant operation of their pipelines.

The reports above provide information on PHMSA's enforcement actions. State pipeline safety agencies also provide oversight and enforcement on certain intrastate pipeline facilities. Information on state initiated enforcement actions is available here.
