Atlantic Wind Connection requested a meeting with the North Atlantic Division of the Corps, to discuss their proposal to installed multiple transmission cables, with attendant features, that would bring electricity from off-shore wind turbine arrays sites within the Mid-Atlantic Region. Permitting requirements for such projects were discussed at the meeting held in Baltimore, Maryland on 30 November 2010.
On 15 July 2011 Atlantic Wind Connection made a request that this office verify the applicability of Nationwide Permit Number 6 to perform vibracore samples off the coasts of New Jersey and Delaware. The samples would be taken in both state and Federal waters. This office is currently processing this action.

On June 13, 2012, a meeting was held in Trenton, New Jersey with state and Federal agencies to discuss the project to have an electrical cable, and associated transformers go from Atlantic County New Jersey to a site in northern New Jersey. The cables/transformers would be located approximately 11 miles offshore. It should be noted that the Bureau of Ocean Energy Management is the lead Federal Agency for this project. The meeting was a follow-up to a meeting held on October 14, 2009 concerning a proposed turbine field that would be located approximately 20 miles east of Atlantic City, New Jersey. Information that would be required to process permit applications were discussed with state and Federal regulators. Additional information will be submitted by the applicant to the Corps shortly.
University of Delaware Off-Shore Turbine Test Site

A meeting was held on the campus of the University to discuss a potential wind turbine test site approximately 2.8 miles east of Lewes Delaware. Eight structures would be erected, 6 of the towers would be topped with nacelles and the other 2 towers would have metrological data acquisition equipment. The site would allow turbine companies to test components of the turbines in a controlled manor. The University is gathering additional information before applying for permits to perform work within Waters of the US. The Corps detailed the information that would be required for such a project.
On May 8, 2012, the Corps of Engineers attending a meeting in Dover, Delaware to discuss a proposal to install 6 wind turbines along with a metrological tower at a site located approximately 2.8 nautical miles northeast of Indian River Inlet, in Sussex County, Delaware. Both state and Federal agencies were present at the meeting. On May 10, 2012, an additional meeting was held in the Philadelphia District Office to discuss how the project may impact the Corps’ beach replenishment projects in the area.
Delsea Energy Bayshore Wind Farm

On 25 March, 2009, Delsea Energy Bayshore Wind Farm made application to this office for a Nationwide Permit Verification of the applicability of Nationwide Permit Number 5 for a Metrological Tower and 3 test platforms within Delaware Bay, west of Cumberland County, New Jersey. On 13 April, 2009, this office requested additional information concerning the proposed activities within the bay. As of this date, none of the requested information has been submitted to this office for review.
This action was withdrawn by the Corps of Engineers on September 29, 2009 pending the applicant receiving all required state permits.
Garden State Offshore Energy/PSEG

On 22 January 2009, Garden State Offshore Energy/PSEG made application to this office for a Nationwide Permit Verification of the applicability of Nationwide Permit Number 5 and Nationwide Permit Number 6 for two Metrological Tower and to perform survey work associated with the proposed towers approximately 20 and 22 miles off the coast, near Atlantic City. On May 14, 2009, this office issued a Nationwide Permit Number 6 to perform geotechnical and geophysical work at the sites located approximately 20 and 22 miles east of Atlantic City, New Jersey. Once this work has been completed and the data analyzed, an application for a Nationwide Permit Number 5 will be made for the installation of a Metrological Tower at the project site.
This office received an application on September 14, 2010 requesting verification that the installation of a buoy approximately 20 miles east of Atlantic City, New Jersey qualifies for a Nationwide Permit Number 5. On December 29, 2010, this office issued a Nationwide Permit Number 5 to Garden State Offshore Energy for the installation of a buoy.

Project Location & Description: Proposed construction of six wind turbines in the Atlantic Ocean, 2.8 miles east of Atlantic City, Atlantic County, New Jersey.
This office is still awaiting formal responses from the Federal resource agencies concerning this action The public comment period expired on September 26, 2010.
Date of Meeting: 9 July 2008
A meeting was held in Trenton, NJ between the US Fish and Wildlife Service, the National Marine Fisheries Service, Fisherman’s Energy of New Jersey, LLC, and the Corps of Engineers to discuss some conceptual wind turbine project(s) and permitting processes. Fisherman’s Energy of New Jersey, LLC outlined a proposed site that they are considering installing turbines off the New Jersey Coast, near Atlantic City. The turbines would be located approximately 3 miles off the coast. Additional discussions centered on the permitting requirements for a metrological tower at the above referenced site. Public Notice outlining proposed activity will be issued shortly.
In September 2008, Fisherman's Energy of New Jersey, LLC made application to this office for a Nationwide Permit Verification of the applicability of Nationwide Permit Number 5 for a Metrological Tower approximately 3 miles off the coast, near Atlantic City. This office is currently processing this action.
On March 10, 2009, the applicant withdrew the application pending final design of the proposed metrological tower at the project site.
In December, 2009, the applicant requested verification that the placement of a buoy and geotechnical work at the site would qualify for Nationwide Permits number 5 and 6 respectively. This office is finalizing this action and a determination should be made shortly. In April 7, 2010, Fisherman's Energy made application for the installation of 6 3.6 megawatt wind turbines approximately 2.8 miles east of Atlantic City New Jersey. The Public Notice for the proposed activity was issued on August 27, 2010.
This office has been processing this action, including all comments received from local, state and Federal agencies, and all comments generated by the public and expects to render a decision shortly.
On June 14, 2012, the Philadelphia District issued a Department of the Army permit to Fishermen’s Energy of New Jersey, LLC to install 6 wind turbines off the coast of Atlantic City, New Jersey.

Off-Shore Met Tower/Outside 3 Miles
On 24 March 2009, Fisherman's Energy of New Jersey, LLC made application to this office for a Nationwide Permit Verification of the applicability of Nationwide Permit Number 5 and Nationwide Permit Number 6 for a Metrological Tower and to perform survey work associated with the proposed tower approximately 10 miles off the coast, near Atlantic City. On May 14, 2009, this office issued a Nationwide Permit Number 6 to perform geotechnical and geophysical work at the site located approximately 10 miles east of Atlantic City, New Jersey.
On 28 October 2010, an application was received by this office requesting verification that the installation of 2 buoys, located approximately 10 miles east of Atlantic City would qualify for a Nationwide Permit Number 5. On 21 March 2011, this office verified that Nationwide Permit Number 5 was approved for the installation of the turbines. On 2 August 2011, this office received a request for a second Nationwide Permit Number 5 to install 2 buoys in the water for testing purposes. First, the 2 buoys would be located in Cape May Harbor, then move to a location east of the City of Cape May. This office is currently processing this action.

Bluewater Wind New Jersey

On 13 February, 2009, Bluewater Wind made application to this office for a Nationwide Permit Verification of the applicability of Nationwide Permit Number 5 and Nationwide Permit Number 6 for a Metrological Tower and to perform survey work associated with the proposed tower approximately 19 miles off the coast, near Atlantic City. On May 14, 2009, this office issued a Nationwide Permit Number 6 to perform geotechnical and geophysical work at the site located approximately 19 miles east of Atlantic City, New Jersey. Once this work has been completed and the data analyzed, an application for a Nationwide Permit Number 5 will be made for the installation of a Metrological Tower at the project site.
Bluewater Wind Delaware

On 30 July 2010, an application for a Meteorological Tower to be placed approximately 16.5 miles east of Rehoboth Beach Delaware was received by this office. Processing of the action has commenced.
Date of Meeting: 26 October 2006
A meeting was held in Dover, DE between the DDNREC, BluewaterWind, and the Corps of Engineers to discuss some conceptual wind turbine project(s) and permitting processes. BluewaterWind outlined 2 sites that they are considering installing turbines off the Delaware coast and 1 site located within Delaware Bay. The turbines would be located no closer than 6.7 miles off the shoreline. The 2 offshore sites would be located near Rehoboth Beach, Sussex County Delaware and the Delaware Bay site would be located near Broadkill Beach, in Sussex County, Delaware. The towers would be spaced approximately 2800 feet apart. The center of the turbines would extend approximately 270 feet above the water surface.
A meeting was held on 10 April 2008 in Boston, MA between Mineral Management Service, the Corps of Engineers and the applicant to discuss the placement of a metrological tower off the Delaware Coast. Requirements for obtaining the required approvals from the Mineral Management Service and permitting requirements of the Corps of Engineers were discussed at this meeting.
In January 2009, Bluewater Winds made application to this office for a Nationwide Permit Verification of the applicability of Nationwide Permit Number 5 for a Metrological Tower approximately 16.5 miles off the coast of Rehoboth Beach, Sussex County, Delaware.
The applicant determined that additional survey work would need to be performed at the site prior to the installation of the Metrological Tower at the site. In a letter dated November 2, 2009, this office stated that the proposed geophysical survey work is not regulated by this office.
This office received an application on July 20, 2010 requesting verification that the installation of a tower approximately 16.6 miles east of Rehoboth Beach, Delaware qualifies for a Nationwide Permit Number 5.
On December 30, 2010, this office issued a Nationwide Permit Number 5 to Bluewater Wind for the construction of the tower.
