Summary: Johnson County, Kansas is a suburban county of metropolitan Kansas City. The Johnson County Detention Center is administered by Sheriff Frank Denning and the facility processes over 15,000 inmates a year, with bed capacity of 1081. Sheriff Denning has led the planning for reentry in Johnson County through the Johnson County Reentry Task Force that was established by the local Criminal Justice Advisory Council in 2009. Johnson County was awarded Second Chance Act funding in 2010 and 2011. The Johnson County Reentry Project (JCRP) started receiving participants in February 2011 and is fully operational.

Target Population: The JCRP target population is an offender who has a minimum of 90 to 120 day sentence, no detainers, a Level of Services Inventory-Revised (LSI-R) score in the range of 15-35 and/or a mental health diagnosis. Based on the current rate of accepting participants, it is projected the JCRP will accept 5-8 inmates a month with a capacity of serving 60-75 offenders per year.

Program Design: The JCRP is based on a FACT (Forensic Assertive Community Treatment) team model. The Johnson County FACT team consists of five professional staff members; a co-occurrence specialist who addresses both mental health and substance abuse issues, a corrections case manager, a vocational/educational specialist, a cognitive specialist and a team leader. The FACT team works with community agencies that have committed to serving inmates as they return to the community. These agencies provide a broad range of services including housing, employment, social services, medical services and family intervention. All partner agencies have designated a key contact person for the FACT Team to coordinate services. In addition, efforts are underway to establish a mentoring program as a program component. Reentry programming is initiated through the screening of inmates ordered to serve a minimum of 90-120 day sentence. Eligible inmates are reviewed by a local Reentry Admissions Panel comprised of key stakeholders for approval into the program. The approved inmate completes Phase I of the program while in the jail facility which involves preparation for work release including job placement. The inmate then moves to Phase II of the program at which time he/she is physically transferred to the work release center to finish his/her sentence. This phase is the start of the inmate in community as he/she is released to work and for other approved activities. Once the sentence is served, the inmate continues to receive FACT Team services for an additional 90 to 120 days to assist in successful transition to the community.
