Response Posted to White House We the People Petition

If you’re not familiar with We the People, it’s a new web platform created by the White House that gives all Americans a way to create and sign petitions on a range of different issues.

A petition was created asking for TSA to be abolished, and TSA Administrator John S. Pistole has just responded.

TSA Pre✓™ – The Next Step In Our Risk-Based Approach To Further Enhance Airport Security



Starting today at select checkpoints in four airports, TSA will begin testing “TSA Pre✓™,” another key component in our move toward a more risk-based, intelligence-driven approach to security. This limited pilot will help TSA evaluate measures designed to enhance security by placing more focus on pre-screening individuals prior to flying in order to expedite their travel experience.

TSA Pre✓™ allows us to use volunteered information to make risk assessments before the passenger gets to the airport, and enables our officers to focus more attention on those passengers we know the least about. During this pilot, certain frequent fliers from Delta Air Lines and American Airlines, as well as certain members of U.S. Customs and Border Protection’s Trusted Traveler programs, including Global Entry, SENTRI, and NEXUS who are also flying on Delta or American are eligible. Currently, this is only open to American citizens. 

For now, when eligible travelers opt in, TSA Pre✓™ could qualify them for expedited checkpoint screening at select checkpoints at Hartsfield-Jackson Atlanta International, Detroit Metropolitan Wayne County, Dallas Fort Worth International, and Miami International airports. As with any initiative, TSA is testing this pre-screening concept with a small passenger population at a few airports. Only those passengers who opt in will have the opportunity to participate at this time. If the pilot proves successful, we will explore expanding the program to additional travelers, airports and airlines so that more people can benefit.

For those who will participate in the initial pilot, it is important to note that nothing will ever guarantee that an eligible passenger receives expedited security screening. We have built random and unpredictable factors throughout the aviation security system to guard against terrorists gaming the system and this program is no exception. 

We are able to test this concept now partly due to the success of our Secure Flight initiative, which brought watch list matching responsibilities into TSA. TSA Pre✓™ will join other elements of risk-based security currently under way including:
All of these initiatives are designed to improve our security approach while enhancing the passenger’s security experience. We thank U.S. Customs and Border Protection, the airlines, and passengers for their partnership as we work to provide the most effective transportation security in the most efficient way.

Administrator Pistole Reaches Out to Passenger for Pat-down Mishap at DTW

*** Update 1/27/2011 Readout of Special Counselor Kimberly Walton’s Participation in a Meeting with Thomas Sawyer and Advocacy Organizations ***

Administrator Pistole has reached out to the gentleman whose urostomy bag leaked during secondary screening at DTW. The Administrator promised to look into the incident. We’re reviewing the training that’s already being provided to our officers to see if needs to be updated. When our officers are hired, they are given extensive training on screening passengers with disabilities and they continue to receive recurring training throughout their career. TSA has established a coalition of over 70 disability-related groups and organizations to help us understand the concerns of persons with disabilities and medical conditions. These groups have assisted TSA with integrating the unique needs of persons with disabilities into our airport operations.

Also, keep in mind that passengers with disabilities can contact one of our Customer Support Managers to coordinate their screening. This way, they can have a chance to speak with an expert and explain the best possible way to be screened prior to arriving at the airport.

Talk To TSA - Secure Flight: November 1st Marks End of Grace Period for Airlines

November 1st is right around the corner and with that date comes cooler weather, fall foliage and the seemingly never ending battle between rake and leaf. It also marks the end of the year-long grace period for airlines to clear their systems of old reservations made before TSA's Secure Flight requirements took effect last year.

This means that Secure Flight will not approve the issuance of a boarding pass if the required information is not provided. Required information being your name, date of birth, and gender as it appears on your recognized government ID.

Secure Flight is a behind the scenes watch list matching program that fulfills a key recommendation of the 9/11 Commission by assuming responsibility of watch list matching from individual airlines. By establishing a consistent watch list matching system, Secure Flight enhances aviation security and more effectively facilitates air travel for passengers.

Secure Flight watch list matching takes a matter of seconds to complete, and providing this data enables passengers to print their boarding passes at home and or at an airline kiosk and greatly reduces the likelihood of watch list misidentification.

What does the November 1 airline compliance date mean for passengers? The November 1 date requires passengers to provide complete Secure Flight passenger data when booking reservations so TSA can conduct watch list matching and approve airlines to issue a boarding pass. To avoid unnecessary delays and prevent misidentifications, passengers should provide complete Secure Flight data when booking airline travel, whether they have booked directly with the airline, a travel agent or an online booking site.

Will passengers still be able to book a ticket last-minute within 72 hours of a flight? Yes. TSA’s Secure Flight program can conduct watch list matching for passengers up until the time of the flight. Passengers will be prompted to provide Secure Flight information when booking travel. For reservations booked on short notice, or within 72 hours of the scheduled flight departure time, airlines must submit the required passenger information as soon as the reservation is made.

What happens if a passenger has an existing reservation for travel after November 1, 2010 and did not provide complete Secure Flight data when booking his or her flight? TSA advises passengers to contact their airlines or booking sources prior to arriving at the airport to ensure they have provided their full name, date of birth, gender, and Redress number (if applicable) as part of their reservations. While TSA’s watch list matching takes a matter of seconds and can be completed up until the time of departure, passengers should be aware that a boarding pass will not be issued until the airline submits complete passenger data to Secure Flight.

What if a passenger’s boarding pass and ID do not match exactly? Secure Flight and travel document checking are both critical security functions, yet they serve different purposes at different points in the security process. Secure Flight is a behind-the-scenes watch list matching process that takes place before checkpoint screening. Secure Flight asks that passengers enter their name as it appears on their government ID and passengers should strive to stay consistent between the name on their ID and the information they provide when booking their reservation. Once a passenger receives their boarding pass, the Secure Flight process is already complete.

At the security checkpoint, TSA strives to ensure your identification and boarding pass are authentic and validate you are who you say you are. Small differences in the name on the boarding pass and ID, like middle initials, should not impact your travel. It is not uncommon for the information printed on boarding passes to differ slightly from the information on IDs, depending on the boarding pass printing practices of individual airlines. Strengthening International Aviation Security

Today, the international community took a significant step forward on aviation security – the adoption of an international declaration to enhance global aviation security.  TSA does not conduct screening overseas; however, the U.S. works with over 190 countries as part of the International Civil Aviation Organization (ICAO) to collaboratively enhance and strengthen aviation security standards worldwide.  I was pleased to join DHS Secretary Janet Napolitano and DOT Secretary Ray LaHood last week at the ICAO’s Triennial Assembly in Montreal, Canada where we joined representative countries around the world to build an unprecedented consensus on strengthening international aviation security measures.

The attempted terrorist attack on Northwest Flight 253 on Dec. 25, 2009, in which Umar Farouk Abdulmutallab tried and failed to detonate concealed explosives, drove home the importance of aviation security to people around the world. Flight 253 originated overseas and by working with the ICAO, we are strengthening international aviation security and better protecting U.S.-bound flights.

Secretary Napolitano has taken part in major, ICAO-coordinated international summits with partners in Europe, Africa, Asia, the Middle East, and the Western Hemisphere. These meetings all resulted in joint declarations on aviation security, setting the stage for the ICAO Assembly.

The adoption today of the Declaration on Aviation Security is an important step. In the coming weeks, DHS and TSA will continue to build on this momentum through joining our international partners to collaborate on identifying new and emerging threats, further enhancing ICAO standards and recommended practices, increasing information collection and sharing, improving and deploying more detection technology to defeat terrorists and prevent them from boarding commercial aircraft.

Talk to TSA Response: Recognizing TWIC Cards and Other Forms of ID at TSA Checkpoints

As part of the "Talk to TSA" initiative TSA reviews the questions and comments that come in and we plan to use the TSA blog to address some of the more common themes we are seeing - both the favorable and not so favorable. Security is a shared responsibility and we are always looking to hear from you. ‪

In reviewing the last few weeks worth of submissions, one issue that came up consistently was the acceptance of different forms of ID at security checkpoints.

TSA officers see hundreds of different IDs at the checkpoints and it is their job to ensure they are legitimate and valid. There are more than 1.7 million maritime workers and truck drivers that have been thoroughly vetted and received a biometric card called a Transportation Worker Identification Credential, commonly known as a TWIC card. It is an important layer of maritime security, and because it is a valid government ID, TWIC is listed as one of the forms of accepted ID at airport security checkpoints.

There seems to be a trend of TSO’s not recognizing TWIC cards at our checkpoints. As a result of your feedback, I will ensure that TSA officers receive the necessary refresher training to recognize TWIC cards and other government-issued ID's (Including NEXUS cards) brought to the checkpoint.

Talk To TSA Response: Are Liquids Really A Threat? Why 3-1-1?

After reading many of the great questions that have come in to "Talk to TSA" I think the best one to start off with is a commonly asked one: are liquids still a threat? The short answer is yes. I can appreciate how someone might wonder why their bottle of water is considered a threat. Having worked at the FBI back in 2006 when the UK liquids plot was disrupted, I understand why TSA’s procedures are in place. To answer your question, I’m going to tell you as much as I can about why the 3-1-1 liquids rule is necessary without getting into classified information.

On August, 10 2006, I was serving as the Deputy Director at the FBI. The FBI worked closely with other US Intelligence Community agencies and our close partners in the UK to disrupt the plot to blow up several airliners flying from the UK to the US. I know of the real and present threat those terrorists posed using chemicals disguised as everyday consumer items such as sodas and water. If undetected, I believe there is a high likelihood the terrorists would have killed hundreds of people that day. That's why we limit the amount of liquids you can bring on a plane.

The challenge with liquids and the vulnerability that terrorists tried to exploit in August 2006 is that liquid explosives don't look any different than regular liquids on the X-ray monitor. There is no way to tell one from the other without removing every liquid from every passenger's bag and testing it. I'm sure you could imagine the gridlock that would ensue if our officers had to test every liquid that came through the checkpoint. This led to an immediate ban on all liquids on August 10, 2006 because of the threat that was uncovered. Extensive testing started immediately to determine if there was a way liquids could be brought on board without posing a risk, because the total ban wasn't sustainable in the long term. These tests were conducted by multiple government agencies, national laboratories and other nations, and the end result was the 3-1-1 formulation: 3.4 ounce (100ml) containers, inside a 1-quart clear, plastic zip-top bag, 1 bag per passenger.
The sealed baggie limits the total volume of liquid per passenger and keeps all the liquids in one place so officers can get a good look at them.

Some have speculated on the possibility that several passengers each carrying a baggie full of 3.4 oz. bottles full of liquid explosives could all go through the checkpoint and combine their liquids in a larger bottle. That's a reasonable question. It's easy to dismiss 3-1-1 if you don't understand why this scenario is highly unlikely. Liquid explosives are extremely volatile and it was the general consensus of top explosives experts that it would be nearly impossible to create a successful explosive combining a small amount of liquids in a larger container on an airplane.

We understand that 3-1-1 is an inconvenience. But it's also an inconvenience to terrorists and significantly drops their chances of getting a liquid explosive on an airplane. The liquids rule continues to be a necessary step because current intelligence shows that liquids are still a threat, and until TSA has the technology to screen liquids at checkpoints, the only other alternative is to ban all liquids. We're not going to do that. TSA is getting closer to finalizing upgraded software for X-rays that will allow liquids to be screened. Until this happens, we will continue with 3-1-1 to keep you safe when you fly.

In the meantime, please continue using the 3-1-1 liquids rule, or put your liquids in your checked baggage.

Talk to TSA: I Want To Hear From You

What better way to start my first blog post than to let you know I am very interested in what the public has to say. My top priorities include improving TSA's counterterrorism focus through intelligence and cutting edge technology, supporting the workforce, and strengthening our relationships with stakeholders and the traveling public.

I've seen firsthand that strong counterterrorism efforts include an engaged and informed public and it’s imperative that we listen.

Because I think the public’s voice is so important, I am launching “Talk to TSA.” It works the same as “Got Feedback?” did. You go to the web page and you can leave detailed feedback for a specific airport’s Customer Support Manager. The new and improved part of this process is that I will also be regularly reviewing your input along with the comments that are made here on the blog.

I commit to you that I will utilize “Talk to TSA” to address some of the more commonly asked questions and themes. I’ll be addressing those concerns right here on the blog. So send us your ideas, suggestions, and feedback. I’m listening.

TSA Administrator John S. Pistole Is On the Job: See Something, Say Something Launch

Last week, former Deputy FBI Director John S. Pistole was confirmed unanimously by the Senate as TSA's new Administrator. Today is an exciting day for TSA as it marks Administrator Pistole's first official day on the job.

As part of his first day, Pistole was ceremonially sworn in by Secretary Napolitano at New York City's Penn Station where he joined her in a "See Something, Say Something" campaign kick-off event. He'll be riding the rails with the Secretary as a part of a whistle stop train tour through New York City, Philadelphia and Washington DC for the launch of the public awareness campaign that encourages passengers to report suspicious activity.

The program is being launched in partnership with Amtrak just months after two alert street vendors reported smoke coming from a car in Times Square. They saw something, said something, and helped thwart a terrorist attack. This just proves what we've known all along. The public plays a very critical role in keeping our nation safe.

We look forward to hosting Administrator Pistole on the TSA blog in the future. Until then, please take the time to read his bio.
