The award and administration of grants and cooperative agreements are subject to applicable laws, regulations, and policies. The PHS Grants Policy Statement (Rev. April 1, 1994) compiles salient features of policies and various policy issues.

The PHS Grants Policy Statement applies to budget periods with start dates on or before September 30, 2006.
