The Uniformed and Overseas Citizens Absentee Voting Act guarantees United States citizens overseas the right to vote in federal elections in the United States.  This legislation applies only to federal elections.  However, many states in the United States have also enacted legislation permitting certain categories of citizens residing overseas to vote by absentee ballot in state or local elections.

The federal government created the Federal Voting Assistance Program (FVAP) to serve as a centralized resource for citizens living who want to register to vote or obtain a ballot. To learn more about this process, which varies by state or locality of residence, please visit the FVAP website.  This website is designed to guide you through the process of registering to vote, if necessary, and obtaining an absentee ballot from the comfort of your home.

If you would prefer not to use the FVAP website, the Consular Section can provide you a voter registration form and access to a physical copy of the voting assistance guide, which provides instructions for completing the form. Both documents can also be found at the FVAP website. If you prefer to obtain the form from our office and complete it with our assistance, please make an appointment at our office.

Although there are no voting facilities at the Consulate General, we can forward your voting-related materials -- such as voter registrations, absentee ballot requests, and completed absentee ballots -- to the U.S., free of charge.  The materials must be sealed and properly addressed to the local board of elections, town clerk, city clerk, or other local administrative official in order to send them through the Consulate's mail facility. All envelopes must be postage-paid or bear correct U.S. postage. In order to deposit your electoral materials with us for forwarding to the U.S., please drop them during business hours (8:00 a.m. to 4:30 p.m.) at either the Consulate General's main office located at 18 Agron Road or the Consular Section, which is located at 14 David Flusser Street in the Arnona neighborhood of Jerusalem.
