Membership:
IRC membership is open to anyone over 18 years of age with permanent residence in Lithuania. For registration, a passport or other suitable identification must be provided. By signing the membership application form, members accept the IRC's policies on lending, photocopying and use of the IRC. The IRC charges a 5 litas membership card processing fee.

Circulation:
IRC membership includes the privilege to borrow books, free of charge, for up to three weeks. Members may borrow two books at a time; however, reference books and periodicals must remain in the IRC. To borrow a book, it is necessary to provide a membership card. Unless a book has been requested by another reader, it may be renewed once, in person, for an additional three weeks.

Photocopying:
Paper copies of IRC materials are charged 30 Lithuanian cents per page. Copyright restrictions are observed.

Internet:
Members of the IRC may use the Internet on any of the eight public access computers. The IRC charges a 3 Lt/hour Internet usage fee for non-IRC members. 

Fines:
The IRC charges fines for overdue IRC materials: 20 Lithuanian cents for every overdue item per working day. The IRC reserves the right to suspend borrowing privileges for repeated abuse of IRC policies.
