Duties:

Accomplishes work related to the conceptualization, design, documentation, and management of environmental analysis and review pursuant to (NEPA) and other federal statutes, of BPA programs or projects, with a focus on projects and programs of BPA's Power Services organization, and broader program-wide or policy strategies of BPA.
Provides advice and assistance to BPA organizations on matters relative to the development, execution, and monitoring of environmental protection policies, plans, and programs.

Supervises a group of employees performing work across a range of levels, from GS-9 to GS-14.
Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Performs the administrative and human resource management functions relative to the staff supervised.
Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance.

Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.


Qualifications Required: 


KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to meet and collaborate with others in performing supervisory or leader work.

Ability to develop and promote a talented, engaged, and diverse workforce.

Knowledge of the National Environmental Policy Act of 1969 (NEPA) and applicable regulations, or a state equivalent.

Knowledge of, or experience in, power operations or the marketing and sale of energy, especially if in relation to hydropower or other non-fossil energy sources (e.g., wind, solar, biomass, other renewables).

Ability to communicate effectively other than in writing.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

SPECIALIZED EXPERIENCE: Completion of one (1) year of specialized experience equivalent to at least GS-13. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Examples of specialized experience include but are not limited to conducting technical, statistical or policy analyses of environmental and/or economic impacts; experience managing studies evaluating the economic and environmental impact of energy regulations, policies or issues; or providing advice and assistance on matters relating to NEPA and other environmental protection programs and policies.
