Duties:

Provides advice and guidance when program interpretation, opinion, or decisions are solicited. Consultations involve assessment of program conditions, phenomena, or anomalies.

Provides advice and technical assistance to a wide variety of individuals and organizations, including officials from federal, state, and local government agencies. Participates in meetings and provides oral and written answers to various inquiries.

Plans, analyzes, and administers an FAA Part 135 and 133 certified aviation program to ensure aviation support in accomplishing the agency's mission.

Supervises a group of employees performing work at the GS-14 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

Ability to develop and promote a diverse workforce.

Ability to communicate in writing in performing supervisory or leader work.

Ability to communicate effectively other than in writing in performing supervisory or leader work.

Ability to meet and deal with others in performing supervisory or leader work.

Ability to provide advice and guidance on business and program management issues.

Knowledge of the principles, theories, concepts, methods and techniques of aviation program management.

Ability to design, plan and implement aviation programs in compliance with FAA Part 135 and 133.

Knowledge of U.S. laws, regulations and policies applicable to the organization's aviation mission and programs.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 14: Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is directly related to aviation operations management and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Grade 15: Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level that demonstrated knowledge of aviation operations management.
