3/22/2012 - GRAND FORKS AIR FORCE BASE, N.D. -- The housing privatization project here will be delayed by one month, according to Air Force officials.

Instead of June 1, 2012, Balfour Beatty Communities (BBC) will take over management of on-base family housing here on July 1.

Town hall meetings with BBC representatives are scheduled for May 16 and May 17; residents can sign their leases on May 17 and May 18. More information on the time and location of the town hall meetings will be released at a later date.

About 150 base residents gathered for a town hall meeting with base officials in late February to discuss how housing privatization would impact them.

Col. Tim Bush, 319th Air Base Wing commander, told participants then he wanted open communication so base officials could address any concerns.

"I am about complete transparency and openness," with the move to privatized housing, he explained.

Wayne Koop, 319th Civil Engineer Squadron, Asset Management Flight Chief, explained that BBC will be "landlord, manager and maintainer," of all on-base family housing, and residents who want to live there will be required to sign leases. Those living in the housing will be required pay rent, which is the military member's Basic Allowance for Housing (BAH).

Each member will establish an allotment so the rent will be paid directly to Balfour monthly, Koop explained. Any increase or decrease to the BAH rate for Grand Forks AFB will not directly impact the renter; the new BAH amount will simply be paid via the allotment.

Officials will continue to put out information through the official Grand Forks Air Force Base website and through a recently created Facebook page.
