The Education and Training Center
The Education and Training Center is located at 1205 Ziemann Blvd, Bldg. 841, and is open every M - F, 0800 - 1600. They provide the highest quality educational opportunities to Active Duty, National Guard and Reserve officers, enlisted, military dependants, retirees, DOD civilians and the on-base community. Services include testing, counseling, tuition assistance, financial aid information and degree programs ranging from associates through masters.
Voluntary educational testing for college credit may be accomplished through the College Level Examination Program electronic format (eCLEP), or from paper format Defense Activities for Non-Traditional Education Support (DANTES) Standardized Subject Tests (DSST)s. The American College Testing (ACT) Assessment Program exam and Scholastic Aptitude Test (SAT) are also available. Military personnel are administered the exams free of charge; however, there is a fee for re-takes.
The Education Center is staffed to meet your needs for education and vocational planning. Counseling services are available to advise on degree programs, goal setting, financial support for education, and a number of other educational opportunities and programs. Let us help you with course selection, obtaining transcripts, interpreting test results, and a host of other education related activities. Our Guidance Counselor can save you a great deal of time and effort if you are interested in commissioning programs, programs sponsored by the Air Force Institute of Technology (AFIT), education deferments, correspondence courses, Air Force Educational Leave of Absence (AFELA), veteran's education benefits, and other education programs and opportunities.
Individualized planning is available for those pursuing an Associate of Applied Science (AAS) degree from the Community College of the Air Force (CCAF). College transcript, CCAF transcript and progress report requests can also be accomplished by our dedicated CCAF counselor.
Locally available certification and associates degree programs are offered through Laramie County Community College (LCCC). Classes are conducted on-base, at the Cheyenne branch campus location, or on-line. Bachelors degree programs are offered on-base and on-line through Embry-Riddle Aeronautical University (ERAU) and Park University (PU). Masters degree programs are also offered on-base and on-line through ERAU. There is also a wide variety of information available on distance learning programs from accredited colleges and universities.
There are several financial assistance programs available for Active Duty personnel. Tuition Assistance (TA) is available to Air Force officers and enlisted members to assist them in meeting tuition costs. Assistance with various Montgomery GI Bill (MGIB) programs is available, including the Top-Up and Kicker options. We can also help with your search for scholarships, the Financial Aid Form Scholarship Application (FAFSA), Guaranteed Student Loan (GSL) program, and other types of financial aid.

LCCC is a full-service community college that offers a wide variety of courses at its main campus in Cheyenne, Wyoming; at the Albany County campus in Laramie (adjacent to the University of Wyoming); in Pine Bluffs, Wyoming; and at its Outreach Center, located in Room #2, F.E. Warren AFB Education Center. On-base, courses are provided to support a myriad of degree programs (both associates and bachelors transfer degrees) and to assist those students who are working toward completion of their CCAF degree. Courses are offered year-round and on-base spring and fall semesters are scheduled in both 8 and 16 week semesters. Additionally, LCCC provides another avenue for students to complete degree requirements on-base via cost-free College Level Examination Program (CLEP) testing, located at the Education Center. Park University offers bachelor degree programs in Criminal Justice, Social Psychology, Management, and Management with specializations in Human Resources and Computer Information Systems. Embry-Riddle Aeronautical University (ERAU)

ERAU offers bachelor degree programs in Professional Aeronautics and Technical Management and masters degree programs in Aeronautical Science and Management on base. All other degree and certificate programs are available on-line. Courses are taught in classrooms on-base and on-line. Terms for classroom courses are 9 weeks in length. Community College of the Air Force (CCAF)
CCAF offers enlisted active duty Air Force (AF), Air National Guard (ANG), and AF Active Reserve members the opportunity to complete an Associate of Applied Science (AAS) degree in their given Air Force Specialty Code(s) (AFSC)s. Testing Services
The Education & Training Center offers a variety of testing services available to all members of the F. E. Warren AFB community, including active duty military, Guard and Reserve personnel, retired military, dependents, contractors, and civilian employees. However, active duty military and qualified civilian employees have priority and others are scheduled on a space available basis. Examinees funded by the Department of Defense (i.e., active duty military and some civilian employees) take exams at no charge.
Electronic College Level Examination Program (eCLEP)

DANTES Subject Standardized Test (DSST) and Excelsior College Examinations Program (ECEP)

Scholastic Aptitude Test (SAT) and American College Testing (ACT) Assessment Program exams.
We administer the SAT and ACT exams free to military personnel; however, there is a fee for re-takes. The exams are given on the third week of each month on Wednesday at 0800 a.m. in Room #20. Military Testing Information
The Military Testing Officer (TCO) schedules and administers all military exams (i.e., WAPS, AFCT, DLPT, DLAB, AFOQT, TBAS and EDPT) in Room #9. The TCO also administers the Army Flight Test. To schedule, call 773-3320.
To schedule PME or CDC exams, call 773-2117. Testing is scheduled for Monday, Wednesday, and Friday at 0800 a.m. and Tuesday, Wednesday, and Thursday at 1300 p.m.
Test Proctoring Services
The Education Center offers test proctor service for exams through distance learning (DL) or on-line courses. To schedule, call 773-2117 for test times and days (which are the same as the DANTES schedule).

Formal Training
Formal training is a key component to improving Airman professional competence and helping the Air Force maintain its combat capability in today's dynamic environment. It includes training at in-resident senior noncommissioned officer and NCO academies as well as all Air Force-level supplemental training such as security, communications or electronics, and instruction at 7-level in-resident schools. Base Training
Base OPR for developing, implementing, and managing training policies and procedures. Coordinates and disseminates training policy and program changes, assists commanders and unit personnel with developing training programs, OPR for 7 level school quota management, brief installation/wing commander quarterly on Status of Training, Conduct Staff Assistance Visits, Conducts Base Training quarterly meetings, OPR for external surveys and evaluations. Civilian Training
The Civilian Training Manager (CTM) assists and advises leadership and management regarding the training and development of their employees as well as the various types and sources of training and funding options available to them. The CTM also assists management, upon request, in identifying and developing formal training plans for those employees in developmental positions and is responsible for ensuring all new civilians complete the New Employee Orientation (NEO) training. Civilian Training also provides both individual and group briefings regarding civilian training needs, career development and broadening opportunities, professional military education opportunities and education funding. Another resource of Civilian Training is it provides guidance counseling services and tuition assistance to all eligible and interested civilians wishing to advance their level of education. Tuition assistance is available to all Air Force Global Strike Command (AFGSC) appropriated funded employees up to GS-12 (or equivalent) and fund availability is provided on a first-come, first-served basis. Counseling Services
The Education Center provides education guidance and counseling to assigned military personnel, their dependents, retirees, and DOD civilian personnel, free of charge. We provide informational, diagnostic, and/or academic counseling to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, and professional development opportunities at various levels. Immediate assistance is available for officers and airmen regarding requirements for unique Air Force educational opportunities. Air Force Tuition Assistance (TA)
TA is available to Air Force active duty personnel to assist them in meeting tuition costs, up to $250 per semester hour and $4500 total per fiscal year. Chapter 30 Program:
The MGIB program provides up to 36 months of education benefits. This benefit may be used for degree and certificate programs, flight training, apprenticeship/on-the-job training and correspondence courses. Remedial, deficiency, and refresher courses may be approved under certain circumstances. If you are currently in service, you may be eligible after two years of active duty. Generally, benefits are payable for 10 years following your release from active duty. The current full-time rate is $1,321 per month. You can apply by filling out VA Form 22-1990, Application for Education Benefits. · $600 Buy-up Program: Some servicemembers may contribute up to an additional $600 to the GI Bill to receive up to $5400 in additional GI Bill benefits. The additional contribution must be made while on active duty. For more information contact your personnel or payroll office.
· Tuition Assistance Top Up: "Top up" pays for the portion of school cost that Tuition Assistance doesn't cover (up to 100% of GI Bill benefit allowed).
· Licensing and Certification: The MGIB covers reimbursement of the cost of tests leading to licensing and certification requirements such as a real estate license, etc. Pays up to $2000 per exam, pass or fail.
Chapter 33 (Post-9/11 GI Bill) Program
Individuals who serve at least 90 days of aggregate service after September 10, 2001 are eligible. To be eligible for 100% of the benefit, an individual must have served an aggregate of 36 months of active duty service, or have been discharged for a service-connected disability after 30 days of continuous service. Post-9/11 GI Bill benefits differ from other education assistance programs in that each type of payment is issued separately, with some payments made directly to the school and others issued to the individual. Individuals on active duty may receive the total amount of tuition and fees. The amount is not limited to the state maximum. (A chart of maximum in-state tuition and fees for 2008-2009 is on the VA GI Bill website at http://www.gibill.va.gov/GI_Bill_Info/CH33/Tuition_and_fees.htm.) Active duty personnel are not eligible for the Post-9/11 GI Bill monthly housing allowance and are not eligible for the Post-9/11 GI Bill books and supplies stipend. To elect transfer of MGIB benefits to spouse and/or dependents, visit the DoD Transferability of Education Benefits (TEB) Web page. Children using transferred benefits will receive the monthly living stipend and the books and supplies stipend. Spouses using transferred benefits will only receive the monthly living stipend and the books and supplies stipend if they use the benefits after their family member has separated from active duty.
Approved training under the Post-9/11 GI Bill includes graduate and undergraduate degrees. All training programs must be offered by a degree-granting institution of higher learning (IHL) and approved for GI Bill benefits. Additionally, tutorial assistance and reimbursement for one licensing or certification test reimbursement are available under the Post- 9/11 GI Bill. The period of eligibility for the Post 9/11 GI Bill ends 15 years from the date of the last discharge or release from active duty of at least: 90 consecutive days or 30 days but less than 90 days if released for a service-connected disability, Or: 15 years from the date of discharge for the last period of service used to meet the minimum service requirements of 90 aggregate days of service.
